About The Position

NCS is seeking a dynamic leader to join our Technology Services unit. Serves as the lead software system administrator for numerous applications, providing information security coordination, project research and support, and supervising technical staff. This position works in a team-based environment and will actively be involved in all aspects of IT system administration. Responsibilities include investigating and coordinating system problems of the most complex nature, designing corrective procedures, interacting with Department of Information Technology (DIT) staff, other governmental or quasi-governmental entities, and vendors on system-related issues, and authorizing migration from development to production environment. Manages multiple IT projects in all phases of the system development lifecycle. Oversees use of a wide range of tools such as Power Platform, Nintex, Smartsheet, ArcGIS Online, Mobile Device Management consoles. Oversees development of user manuals, system documentation, governance documents and training manuals; Supervises and provides technical support and training to users of software and tools. Conducts research and provides input into department strategy to meet future information technology business needs, align resources necessary to support computer operations and systems development while ensuring integrity of department data, and authorize department user access and coordinates department compliance with federal, state, and local (including county IT Security policy) regulations. Participates on county-wide steering committees, coordinate efforts with all concerned parties and with the appropriate information technology staff, and perform related work as required. Requirements

• Bachelor's degree in business, computer science or a field related to the department where the IT services are being used
• Four years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system
• Criminal background check and child protective services check

• Direct experience in providing software administration and information technology project research to support to local, state or federal government
• Understanding of APIs, integrations, and system interoperability
• Considerable knowledge of information technology security policies and protocols
• Experience with Power Platform/PowerApps, Sharepoint, Nintex Workflow Cloud, and Smartsheet
• Supervisory experience managing information technology professionals with diverse technical skills
• Demonstrated ability to work in a collaborative and team-based environment
• Bilingual in English and another language

Responsibilities

• Serves as lead software system administrator for interdepartmental or County-wide automated system
• Works closely with technical project leader to coordinate technical resources and directs functional design and implementation
• Interacts with representatives from other agencies on system-related issues and scheduling of system priorities
• Identifies and tests system enhancements
• Defines and maintains system administration documentation
• Organize and direct system user groups
• Monitors system performance and performs ongoing analysis to determine most efficient and effective means to operate the system
• Provides assistance to system users
• Develops conceptual approaches to satisfy user requirements
• Oversees user acceptance testing
• Evaluates new technology for applicability and enhanced effectiveness
• Develops strategic plans to ensure solutions comply with established standards
• Evaluates and prioritizes requests for new requirements, modifications, and enhancements to existing systems
• Establishes priorities and timetables for system-related projects
• May supervise other employees on a recurring or project basis
• Generates reports to meet special agency needs
• Acts as intermediary between users and technical staff to resolve problems
• Works closely with agency IT technical staff and/or serves as agency liaison with the Department of Information Technology
• Develops and provides technical briefings for staff on new services and system components
• Attends training workshops, product demonstrations, conferences, technical briefings, and conventions
• Stays abreast of technology changes
• Provides assistance to other staff as needed
• Serves on committees and task forces and undertakes special projects as assigned
