About The Position

This role is for an experienced Business Analyst 3 to support a critical legacy system modernization initiative. The Business Analyst will act as the main point of contact between business stakeholders and technical teams, ensuring that business needs are accurately translated into detailed functional and technical requirements for the implementation of solutions. The consultant will collaborate with program leadership, subject matter experts, architects, development teams, and vendors to document current business processes, identify areas for improvement, define future-state solutions, and ensure successful delivery through testing and implementation. This position requires a Business Analyst with significant experience in requirements gathering, business process analysis, stakeholder management, and User Acceptance Testing (UAT).

Requirements

  • Minimum 8 years of Business Analysis experience.
  • 8+ years analyzing complex legacy business systems.
  • 8+ years gathering and documenting business and functional requirements.
  • Strong experience translating business needs into technical specifications.
  • Experience working directly with program and project teams.
  • Experience conducting stakeholder interviews and requirements workshops.
  • Strong experience preparing: BRDs, FRDs, Use Cases, Process Flow Diagrams, Workflow Documentation.
  • Experience with User Acceptance Testing (UAT) planning and execution.
  • Strong analytical, problem-solving, and communication skills.
  • Experience collaborating with cross-functional technical teams.
  • Experience translating complex business concepts into structured documentation.
  • Experience with business process improvement initiatives.
  • Knowledge of business process modeling methodologies.
  • Experience supporting enterprise application modernization projects.
  • Data analysis experience.
  • Project Management experience.
  • PMP Certification.
  • Experience working within Texas State agencies or large government organizations.

Responsibilities

  • Analyze existing legacy business systems and identify process inefficiencies.
  • Gather, analyze, and document detailed business and functional requirements.
  • Conduct stakeholder interviews, workshops, and discovery sessions.
  • Develop Business Requirement Documents (BRDs), Functional Requirement Documents (FRDs), and other project artifacts.
  • Create business process maps, workflows, use cases, and future-state process models.
  • Serve as the liaison between business users, project teams, technical architects, developers, and vendors.
  • Evaluate solution alternatives and recommend business and technical improvements.
  • Perform business process reengineering to improve operational efficiency.
  • Assist with project planning, scope management, and requirements traceability.
  • Manage requirement changes and negotiate requirement priorities with stakeholders.
  • Support procurement activities by documenting business requirements for vendor solution development.
  • Develop User Acceptance Testing (UAT) plans, scenarios, and test cases.
  • Coordinate and support UAT activities with business users.
  • Validate delivered solutions against documented business requirements.
  • Identify project risks, dependencies, and business impacts.
  • Participate in implementation planning, knowledge transfer, and production readiness activities.
  • Provide regular project status updates and facilitate communication among all project stakeholders.
