About The Position

The candidate will work on existing and new initiatives including but not limited to Assessment Management System, Telecommunication Company Information, Pipeline Audit System (PAS), Document and Matter Management (DMM), and 753 Enforcement support, enhancements, and development efforts. The role involves using recognized business analysis methodologies to elicit requirements from business users, facilitating requirements sessions with IT and DPS business staff, and communicating business process requirements to IT staff, program staff, and stakeholders. The Business Analyst will develop and document Business Requirements using defined ITS templates and standards, develop, analyze, and revise system diagrams, and ensure requirements and deliverables are verified and validated. They will also track and document changes for functional and business specifications, write detailed procedures, and participate in developing test plans and overseeing system changes to ensure user and program requirements are met.

Requirements

  • 76 months experience working on Business Requirements Project, as lead Analyst, which involved the application of strategies to gather and document business process requirements of new application.
  • 76 months experience working as the Lead Business Analyst on projects utilizing recognized business process management methodologies (e.g., elicitation and documenting of business process requirements, business process modelling, As-Is and To-Be workflow development and gap analysis, UML etc.) to define and analyze current business processes in order to remodel/design the new process and improve on the existing ones.
  • 48 months experience developing and implementing multi-tier .Net Framework and .Net Core web applications using C# code leveraging ASP.Net patterns: Web Forms and Model-View-Controller (MVC).
  • 48 months experience working with Oracle databases version 11.2.0.1+ including creating SQL queries to validate correct back-end processing.
  • 48 months experience with planning, coordinating, developing test cases and test plans to ensure user and program requirements are met.
  • Possession of a valid (active) IIBA CBAP certification or a PMI PBA certification.
  • 76 months experience with internal and external stakeholder communications and outreach, including the development of presentations and other materials that promote the rethinking of core business processes and envisioning of a reengineered environment.
