About The Position

Seeking two experienced Business Analyst 3 professionals to support a major Medicaid application modernization initiative. The Business Analyst will support project and product oversight for Medicaid IT-contracted systems, integrated projects, and dependent initiatives. The role will focus on analyzing business and system requirements, supporting application functionality delivery, developing project documentation, identifying risks, and establishing consistent processes aligned with HHSC's overall technology and business direction. The ideal candidate will have extensive experience in business analysis, requirements management, project oversight, system implementation, vendor coordination, testing, and risk management.

Requirements

  • At least 8 years of experience coordinating with outside vendors to complete projects and service requests, including defining, assigning, and evaluating vendor work.
  • At least 8 years of experience developing and/or reviewing project artifacts such as test cases, requirements documentation, traceability, design specifications, and technical specifications.
  • At least 8 years of experience analyzing systems, troubleshooting problems, and supporting solution implementations.
  • At least 8 years of experience managing project scope, acceptance, and deployment.
  • At least 8 years of experience monitoring system integration and User Acceptance Testing (UAT).
  • At least 8 years of experience identifying project risks and developing strategies to mitigate or avoid them.
  • At least 8 years of experience analyzing HHS policies, procedures, and standards and determining their impact on automated systems and functional areas.
  • 3+ years of experience using TFS/Azure DevOps (ADO) to create, manage, and maintain requirements throughout the development lifecycle.
  • 3+ years working in an Agile environment, preferably SAFe.
  • 3+ years using Microsoft products such as: Microsoft Office, SharePoint, Microsoft Copilot.
  • 3+ years demonstrating knowledge of enterprise system components, including: User interfaces, Data layers, Infrastructure, System integrations, Business rules engines, Workflow orchestration, Cloud-based solutions.
  • 3+ years of experience with Texas HHSC processes and Texas Medicaid and CHIP systems.
  • 3+ years of experience updating portfolio project management tools and managing state-level major information resource project information.

Responsibilities

  • Analyze and evaluate business systems, processes, and user needs.
  • Translate business requirements into detailed functional requirements and system specifications.

  • Develop and review project artifacts, including: Business and system requirements, Test cases, Requirements traceability documentation, Design specifications, Technical specifications.
  • Consult on system analysis and troubleshoot application and system issues.
  • Support solution implementation and application functionality delivery.
  • Manage project scope, acceptance, deployment, and integration activities.
  • Monitor system integration testing and User Acceptance Testing (UAT).
  • Identify project risks, challenges, and potential difficulties.
  • Develop risk mitigation and avoidance strategies.
  • Analyze HHSC policies, procedures, and standards and determine their impact on automated systems.
  • Develop and maintain documentation and processes that promote consistency across integrated solutions.
  • Support business process reengineering and identify opportunities to apply technology to business problems.
  • Prepare solution options and perform business analysis such as cost/benefit, ROI, and buy-versus-build analysis.
  • Ensure project and product deliverables align with agency objectives and direction.
