About The Position

EnCircle is seeking an experienced, Bilingual Lead Case Manager for its Transitional Foster Care program, which serves unaccompanied children in the custody of the Office of Refugee Resettlement who are living with foster families. This role is part of the Immigration and Refugee Services division and operates in partnership with Lutheran Immigration and Refugee Services (LIRS). The primary responsibilities include coordinating case management and safe and timely release services, supervising other case managers, and providing direct casework and supportive services to a small caseload of approximately two children. This involves facilitating connections with potential sponsors and assisting with sponsorship applications. The program operates 7 days a week, 365 days a year, and requires responsiveness to frequent policy changes. The position also involves maintaining effective communication with stakeholders to ensure case continuity and functioning with moderate supervision while adhering to agency, state, and federal regulations. A clean driving record is critical for this role.

Requirements

  • Master’s degree in the behavioral sciences, human services or social services fields with at least 1 year experience of supervisory and case management experience with children and families OR Bachelor’s degree and at least 3 years progressive employment experience that demonstrates supervisory and case management experience with children and families.
  • Bilingual English and Spanish, required.
  • Prior experience working with immigrant and/or refugee populations required.
  • Mature and stable judgement as well as sensitivity to various cultures.
  • Must maintain a broad knowledge of basic principles, concepts, and methodology of social work as acquired through a bachelor’s level degree or professional experience.
  • Excellent verbal and written communication skills.
  • Ability to work under stress or in a fast-paced, dynamic environment.
  • Ability to work independently and exercise a high level of confidentiality.
  • Computer literacy and typing skills sufficient to perform essential job functions.
  • Regularly required to talk to and/or hear individuals who do not speak English as their primary language.
  • Pass a criminal history screen and fingerprint check, including state and local child protection agency registries.
  • Participate in a system of 24-hour availability to clients, foster and adoptive parents, as required.
  • Unrestricted valid driver’s license with good driving record.
  • Reliable personal transportation suitable for safely transporting persons served, proof of current automobile insurance.
  • Must not have any of the following violations within the last 5 years: Reckless driving, including speeding 20mph or more over the posted speed limit; Driving under the influence/impaired/intoxicated or refusing a blood/breath test; Manslaughter or negligent homicide; Driving after being declared a habitual offender; Driving on a suspended or revoked license; Driving a commercial motor vehicle while disqualified, under the influence, with a blood alcohol level of .04 or higher, refusing a blood/breath test, or violating an out-of-service order; Injuring a person while racing - felony; Failure to stop at the scene of a crash where there is injury, death, or property damage of $1000 or more; Emergency vehicle violation - death; Vehicular assault or willful stopping, impeding, or damaging a vehicle; Blocking access to the service facility; Attempting to elude police; Operating an unsafe vehicle; Vulnerable Road User – Death.
  • Must not have any of the following violations within the last 3 years: Passing a stopped school bus; Careless driving; Three or more minor moving violations within the last three years.

Nice To Haves

  • Supervisory experience in direct service delivery with the ability to effectively delegate tasks and responsibilities strongly preferred.
  • Trauma informed training for serving immigrant or vulnerable populations, preferred.

Responsibilities

  • Coordinating case management and safe and timely release services.
  • Training new case managers.
  • Supervising the work of other case managers.
  • Providing casework and supportive services to a small caseload of approximately two children in foster care.
  • Facilitating any family members identified or referred for potential sponsorship.
  • Assisting with sponsorship applications as needed.
  • Maintaining communication with stakeholders in an effective and timely manner to ensure case continuity.
  • Ensuring that all assigned youth on your caseload and under your supervision receive mandatory services while in care to include but not limited to mental health, medical, recreational, educational, and other supportive services in accordance with the time and documentation expectations of the program.
  • Develop and complete assessments, service and treatment plans, progress notes, incident reports and any other necessary documentation in a timely manner.
  • Impart adequate and supportive supervision of Case Managers, ensuring that all child welfare and best practice standards are observed.
  • Maintain accurate and current information on unaccompanied children in care, while ensuring contractual and the program’s internal documentation practices and reporting requirements are met.
  • Actively participate in weekly staff meetings with the clinical team and stakeholders.
  • Attend, facilitate, and assist with providing on-going education and support services to foster parents.
  • Attend weekly meetings with supervisor to consult on cases, to review case plan and direction and to evaluate client participation and progress.
  • Schedule home visits with assigned foster parents and UC on a monthly basis, UC contact on a weekly basis, and regularly address any concerns in service delivery.
  • Translate both written and verbal communication for program clientele and staff.
  • Maintain effective communication with community agencies or individuals involved in service provision.
  • Attend internal and external training and apply newly gained knowledge in providing quality case management services.
  • Attend and prepare for required court hearings (if applicable).
  • Transport clients on an as needed basis.
  • Explore and establish collaborative relationships with community resources and refer Case Managers and families for support, as needed.
  • Knowledge of and adherence to federal, state, program, and agency regulations.
  • Ability to work flexible hours and work independently within the field.
