About The Position

The position requires a strategic and technical leader who can manage and administer employee benefit programs, improve processes and efficiencies, and implement automation projects. General responsibilities include: Open Enrollment, Absence administration, Short-term and Long-Term Disability administration, Annual Rollover, and compliance.

Requirements

  • Bachelor’s degree in administration, supervision, and/or related areas required.
  • Exemplary oral, written, interpersonal communication, and conflict resolution skills required.
  • Demonstrated ability to effectively handle highly sensitive, confidential personnel matters in a timely and professional manner.
  • Ability to complete multiple projects and priorities with attention to detail.
  • Demonstrated technology skills and the ability to use district software programs in the management of Human Resource responsibilities (Microsoft Office 365, PeopleSoft, TalentEd, etc.).
  • Must be able to respond rapidly in emergency situations.
  • Must have organization, time management, communication, and interpersonal skills.
  • Contact with district personnel, customers, and vendors.
  • Will work under the direct supervision of the department supervisor to complete day-to-day tasks.
  • Will be working with a diverse population requiring the ability to handle all situations with tact and diplomacy.
  • Must understand and respond appropriately to customer needs and maintain a positive attitude with all customers and colleagues.
  • Expected to interact with all internal and external customers in a friendly, professional manner and provide quick, responsive customer service.

  • Obtaining and providing verification of all licenses, certificates, and other requirements for the position (e.g., Paraprofessionals obtaining “Highly Qualified status,” etc.), as identified and maintaining all licenses, certificates, and requirements for your position throughout employment.

  • Verification of U.S. citizenship or legal authorization to work in the United States.

Nice To Haves

  • Master’s degree in administration, supervision, and/or related areas preferred.
  • Five (5) years of successful experience in a supervisory or managerial position in Human Resources or Public Administration, preferred.
  • PHR, SHRM-CP, or CEBS certification preferred.

Responsibilities

  • Manages employee benefit administration processes from employee hire to retirement.
  • Oversees the administration of health, dental, and vision insurance benefits, life insurance benefits, Plan 125 flexible spending account benefits, and 403b plan administration.
  • Administers annual open enrollment process, including documentation, communication, website maintenance, ERP system configuration, and testing.
  • ERP System Benefits Subject Matter Expert (SME) for configuration of benefit plans and rate tables annually.
  • Communicates and coordinates with benefit vendors annually regarding changes in benefit coverages and/or benefit rates.
  • Manages employee leave benefits in accordance with district policy and negotiated agreements.
  • Ensures absences are approved, processed, and audited in preparation for payroll calculation.
  • Administers Short-Term Disability benefits by coordinating with the Leave desk.
  • Acts as a liaison between the employee and the provider.
  • Administers self-funded Long-Term Disability (LTD) benefits by monitoring potential applicants, enrolling approved applicants, processing changes to participant coverage, coordinating job data changes, preparing benefit data for payroll processing, and balancing LTD payments during payroll processing.
  • Acts as a liaison between the employee and vendor.
  • Communicate with LTD participants to answer questions and address concerns.
  • Supervises & supports the Benefits & Leaves technician staff.
  • Overseeing the scheduling, assignments, and daily workflow in the department.
  • Provides constructive and timely performance evaluations.
  • Assists with resolving concerns related to employee benefits and contract issues.
  • Prepares a variety of reports and related documents.
  • Presents information on a variety of topics for the purpose of conveying information and/or making recommendations regarding District employee benefits.
  • Research information required to manage employee benefits, including reviewing relevant policies and current practices, for the purpose of ensuring compliance with state and federal requirements, securing general information for planning and/or responding to requests from directors and various state and federal agencies.
  • Responds to written and verbal inquiries from a variety of internal and external sources for the purpose of resolving problems, providing information, and/or referring to appropriate personnel and/or identifying the relevant issues and recommending or implementing a remediation plan.
  • Performs other related tasks as assigned by supervisor and other central office administrators as designated by the Chief Talent Officer.
