About The Position

LMI is seeking an Atlassian Migration Engineer at the Level IV level to modernize enterprise Jira and Confluence environments and connect work management to development delivery pipelines for Department of Veterans Affairs modernization initiatives. The role combines technical migration execution, scripting, API integration, automation engineering, and validation to move complex workloads to Atlassian Cloud with reliable data and minimal disruption. The engineer evaluates source environments; uses approved migration tools; reconciles users and permissions; transforms incompatible data and configurations; and verifies results through repeatable testing. The role also implements Jira automations and integrations linking GitHub repositories, work items, builds, and deployment status, in collaboration with cloud architects, administrators, and security and identity teams. This is not a copy-and-move-only role. The engineer diagnoses legacy configuration constraints, selects safe remediation approaches, confirms critical links and histories remain usable, and creates clear cutover and recovery evidence. Success requires strong troubleshooting and scripting skills, disciplined change control, and attention to operational handover. LMI is a digital solutions provider focused on accelerating government impact through innovation and speed. It invests in technology and prototypes and provides commercial-grade platforms and mission-ready AI to federal agencies. LMI serves the defense, space, healthcare, and energy sectors and is headquartered in Tysons, Virginia.

Requirements

  • Bachelor's degree in computer science, software engineering, computer engineering, information systems, or a related technical field; four additional years of relevant experience may substitute for a bachelor's degree.
  • At least 5 years in application integration, platform migration, automation engineering, or related technical delivery.
  • Demonstrated experience with Jira Cloud Migration Assistant and Jira Data Center-to-Cloud transition.
  • Proficiency with Jira Automation, REST APIs, and scripting; familiarity with Forge or ScriptRunner.
  • Experience integrating GitHub with Jira, including GitHub for Jira and GitHub Actions.
  • Ability to obtain and maintain a favorable Public Trust determination and satisfy applicable federal personnel vetting, security, privacy, accessibility, and data-handling requirements.
  • Experience designing validation and reconciliation checks for migrations involving large and inconsistent datasets and configuration schemes.
  • Working knowledge of authentication, rate limits, integration troubleshooting, and secure management of automation credentials.

Nice To Haves

  • Prior experience supporting the Department of Veterans Affairs, Veterans Health Administration, or federal health programs.
  • Confluence migration and marketplace plugin remediation experience.
  • Knowledge of SAML/OIDC, identity mapping, CI/CD, and technical validation automation.
  • Migration delivery experience in regulated federal enterprise environments.
  • Experience with phased enterprise cutovers, GitHub Actions workflows, and migration performance optimization.
  • Master's degree in computer science, software engineering, systems engineering, or cybersecurity.
  • Certifications such as GitHub Actions, GitHub Administration, or Atlassian Jira Administration for Cloud (ACP-120).

Responsibilities

  • Inventory legacy Jira and Confluence projects, spaces, workflows, identities, marketplace apps, and integrations to assess migration readiness.
  • Plan and execute phased migrations with Jira Cloud Migration Assistant and other approved Atlassian migration tools.
  • Write and test migration scripts, bulk transformations, reconciliation checks, and post-cutover remediation procedures.
  • Design Jira automation, REST API interfaces, and Forge or ScriptRunner extensions where appropriate.
  • Connect GitHub repositories to Jira, enabling issue linkage, smart commits, and build and deployment visibility using approved integrations and GitHub Actions.
  • Document test plans, validation evidence, fallback options, migration defects, and technical handover artifacts.
  • Resolve migration blockers with security, identity, architecture, and customer teams.
  • Develop migration runbooks, source-to-target mappings, data-quality checks, acceptance criteria, defect logs, and cutover or rollback checkpoints.
  • Test migrations in nonproduction environments where available; compare record counts, histories, attachments, relationships, permissions, and workflows against approved baselines.
  • Use approved APIs and scripts for bulk corrections, automation, link repair, integration health checks, and reconciliation of post-migration issues.
  • Implement and verify GitHub-to-Jira issue links, smart commits where supported, and CI/CD build and deploy signals while protecting credentials and secrets.
  • Coordinate technical releases with change authorities and document repeatable procedures, integration ownership, monitoring, and maintenance responsibilities.
