About The Position

The Associate Dean and University Registrar has overall responsibility for the leadership, direction, and management of the Office of the University Registrar. The individual in this position leads their colleagues in the planning, direction, and management of services and programs related to the Catalog, student records, registration, enrollment, transfer credit articulation, course and room scheduling, faculty evaluations, graduation, the integrity of student information data, reporting and analyzing data, and coordination of system development with the Office of Information Technology Services and other University departments. The Associate Dean and University Registrar works with faculty and administrators of the schools and college, as well as departments in Office of the Vice Provost of Student Success, Inclusive Excellence, and Curricular Innovation (VPSS) and Strategic Enrollment Management (SEM), and Information Technology Services (ITS), among others, to develop and implement University policies and procedures.

Requirements

  • Master’s degree required.
  • At least 5 years of successful management in a Registrar’s office or similar office in higher education.
  • Thorough knowledge of laws and regulations such as FERPA, Solomon Agreement, and working knowledge of IPEDS reporting requirements.
  • A record of successful leadership in development and provision of enrollment management strategies, services, and programs at a university, including the application of computer technology and information systems and services.
  • Ability to provide leadership, including motivating and energizing colleagues, effectively manage departments and programs; and work effectively and efficiently to deliver a wide variety of services and programs to diverse faculty, staff, and student populations, and the wider campus community.
  • Handle a multiplicity of tasks simultaneously; follow through on tasks, and meet deadlines.
  • Strong interpersonal and supervisory skills; including ability to develop and maintain effective, collaborative professional relationships with diverse staff and faculty colleagues and students.
  • Effective listening and organizational skills; ability to communicate effectively both orally and in writing with diverse populations.

Responsibilities

  • Serves as University’s leader in developing and delivering services and programs related to student records, transfer credit articulation, registration, enrollment, and graduation.
  • Plans and directs the management of student records maintenance, transfer credit articulation, registration, enrollment verification, and transcript services for regular academic programs and CEU programs.
  • Directs the implementation of efficient processes and procedures that ensure the security and integrity of student data and records.
  • Serves as University compliance officer for the Family Educational Rights and Privacy Act (FERPA), the Solomon Amendment, and other externally imposed state and federal regulations.
  • In collaboration with the Provost and Council of Deans, develops and publishes the academic calendar.
  • Oversees the development and on-line publication of the university course Catalog.
  • Oversees the development and on-line publication of the Schedule of Classes.
  • Oversees the development and maintenance of transfer credit articulation agreements with California and selected out of state community colleges.
  • Oversees the development, maintenance, and use of the University’s Transfer Credit Evaluator portal, allowing prospective transfer and enrolled students to see how their coursework from prior institutions will be articulated at USF.
  • Administers the on-line end-of-term Teaching Effectiveness Survey, including the development and distribution of summary reports.
  • Serves as the University’s primary contact for external agencies such as the National Student Clearinghouse and Veterans Administration.
  • Plans and directs the management of graduation activities, which include the maintenance of the on-line degree audit system, degree clearances, and diploma production and mailing.
  • Oversees the coordination of fall and spring University commencement ceremonies, including the ordering and distribution of regalia, diploma scrolls, the production and publication of the one-page order of ceremonies and full commencement programs, the preparation of ceremony scripts, commencement marshals, photographers, set-ups, and facilities.
  • Provides staff and faculty training and development on student information system features, including “ad-on” applications.
  • Manages general inventory classrooms and oversees the scheduling of classrooms for each term.
  • Provides leadership and direction for the continued development and maintenance of the on-line student information system (Banner).
  • Plans, develops, and oversees Registrar and Graduation/Commencement budgets.
  • Negotiates pricing agreements with major vendors for services such as commencement regalia, photography, software licenses, commencement ticket services for students, diploma production and mailing, TES CollegeSource course data research for transfer credit, and document destruction services.
  • Serves on University-wide committees; represents the Office of the University Registrar and VPSS on university-wide committees and work groups.
  • Represents the University at professional meetings and consortia such as AJCU-CORe, PACRAO, AACRAO, and Banner Users.
  • Supervises the Senior Associate University Registrar and two Associate University Registrars.
  • Serves as a member of the VPSS leadership team.
  • Periodically joins the SEM leadership team meetings upon invitation.
  • Performs other reasonably related duties as signed.
