About The Position

The Assistant Program Manager is a Leadership-in-Development position. The Assistant Program Manager supports and assists all Housing Program Services under the Director of Programs to ensure that all Housing Program Services provided by the Edmonton Centre of Hope are delivered in a manner that demonstrates respect for the individual and achieves the goal of providing a home-like environment in keeping with Christian principles.

Requirements

Diploma in Social Sciences, Human Services, Business Administration or related field. An alternative level of education and experience in Human Services may be acceptable.
Current certification in Standard First Aid with CPR, Criminal Police Investigation Check, Non-Violent Crisis Intervention Certification in Mental Health/Addictions would be an asset
Must have valid Driver’s License and Clean Driver’s Abstract
Minimum three (3) years related experience in a Social Services/Human Services
Minimum of one (1) year experience in a supervisory position.
Experience and comfortable working with marginalized clientele who have addictions and mental health issues.
Experience performing administrative duties, computer data input and cash handling.
Proficient in MS Office, excel and power point.
Willing to learn and support the Mission and Values of The Salvation Army.
Competent to develop and maintain client relations and interagency relations
Strong written and verbal communications skills – clear and simple to understand.
Strong organizational, note taking, reporting and administrative skills
Resourceful, able to work independently and pro-active in resolving issues
Able to follow directions and learn quickly; adaptable to change

Responsibilities

Provide frontline support to Program Staff during emergencies or difficult situations, respond to client and staff complaints, cover absent staff shifts, and support all programs and managers as required.
Fill program manager vacancies by maintaining familiarity with all programs and being prepared to assume temporary program manager responsibilities when needed.
Support program operations by assisting in the creation of program resources such as standard workshops or modules, participating in program and strategy development, and performing on‑call duties as required.
Ensure financial compliance by monitoring all program‑related financial matters to ensure operations remain within budget, meet projected income levels, and submitting monthly expense claims.
Assist policy development by supporting the Director of Programs in developing, revising, monitoring, and implementing policies and procedures, and conducting Policy Review Committee meetings, taking minutes, and distributing documentation.
Maintain community relations by developing partnerships with external agencies to encourage involvement in Housing Programs and representing programs in internal and external meetings.
Supervise and support staff by assisting Program Managers with recruitment, onboarding, coaching, performance management, discipline, termination, and providing in‑service learning as required.
Manage staffing and payroll by completing and posting staffing schedules, assisting Program Managers with bi‑weekly payroll approvals, and ensuring staff safety practices and incident reporting compliance.
Oversee facility upkeep by conducting regular walkthroughs to ensure buildings and grounds remain in good condition, coordinating repairs through the Service Request process, and ensuring programs maintain security and cleanliness.
Maintain program administration by keeping accurate records and files, completing progress and in‑depth reports for staff and clients, supervising collection of outstanding accounts, supporting service cessation processes, and performing other related duties as assigned.
