About The Position

Assists the Director of Finance in the overall operation of the Finance Department, with primary responsibility for tax collection and enforcement of income tax rules and regulations. This role serves as the Assistant Tax Commissioner/Assistant Treasurer, aiding in the oversight of the City’s revenue collection. The position may also assume the duties of the Director of Finance in their absence.

Requirements

  • Extensive knowledge of fund accounting.
  • Ability to supervise and coordinate financial activities.
  • Extensive knowledge of income tax laws: Federal, State, and local.
  • Ability to interpret and enforce City's Income Tax Ordinance.
  • Ability to plan, organize, and implement new procedures.
  • Ability to train employees in functions of the department.
  • Ability to write simple computer programs and create necessary reports.
  • Ability to maintain harmonious relationship with employees and the public.
  • Ability to prepare annual financial reports, including the C.A.F.R., P.A.F.R., and Distinguished Budget.
  • Graduate of an accredited college with a B.A. in Business Administration, Accounting, or Public Administration or equivalent experience and education.
  • At least 3 years in the finance function of a governmental agency.
  • One year of which must be in a supervisory role.
  • Advanced knowledge of Microsoft Excel, Word, and PowerPoint.
  • Knowledge on how to create and maintain Portable Document Format files.
  • Ability to understand and use basic Microsoft SQL Server Management queries and commands.

Responsibilities

  • Organizing work schedules and general supervision of all Finance Department personnel.
  • Assisting the Director in the administration of banking and investment services.
  • Assisting in the preparation of the annual tax budget, annual appropriation document, and other related annual reports.
  • Assisting with monthly tax and finance reports.
  • Assisting with the recording of municipal bonds and notes.
  • Assisting in staff development sessions for all Finance Department personnel.
  • Computing and auditing City tax returns and assisting taxpayers.
  • Assisting tax personnel in auditing complicated returns or explaining liabilities.
  • Attending Board of Tax Review representing the City in tax cases.
  • Operating computer to enter and retrieve information and preparing related reports.
  • Assisting in payroll and budgetary processing and preparing other computer reports.
  • Performing any duties of a departmental employee in an emergency situation as deemed necessary.
