About The Position

This is professional, administrative, advanced and highly specialized fiscal management work, assisting the Chief Financial Officer in administering the fiscal management activities of the Finance Department. There are four substantive financial managers: Budget Manager, Revenue Manager, Payroll Manager, and Accounting Manager. This position will oversee two (2) to four (4) of these managers and their respective areas. Work is performed with considerable professional independence according to professional standards, City ordinances, and state and federal laws. Work is supervised and evaluated by the Chief Financial Officer. This is not a remote position.

Requirements

  • Master's degree or higher in Accounting, Finance, Business Administration, Public Administration or a related field from an accredited college or university AND seven (7) years or more of relevant professional full-time experience in finance
  • OR
  • Bachelor's degree or higher in Accounting, Finance, Business Administration, Public Administration or a related field from an accredited college or university AND ten (10) years or more of relevant professional full-time experience in finance
  • Three (3) or more years of managerial experience in finance
  • Possession of a valid driver's license and the ability to obtain/maintain a City of Hoover Driver's Permit.

Responsibilities

  • Assists the Chief Financial Officer and department personnel in the application of advanced accounting and/or budgetary principles to City business transactions, personally performing advanced accounting and/or budgetary work as directed, and reviewing transactions for accuracy and completeness consistent with professional standards.
  • Assists the Chief Financial Officer in the oversight of the department's preparation of internal City financial statements and budgetary/revenue reports, evaluating such for accuracy and completeness, consistent with professional standards.
  • Assists the Chief Financial Officer in the oversight of payroll and purchasing/accounts payable, consistent with professional standards.
  • Coordinates activities, in conjunction with the Chief Financial Officer, for department personnel and independent auditors; performs work consistent with professional accounting standards related to the preparation of the City's audited financial statements and related documents.
  • Assists and advises the Chief Financial Officer in the development and maintenance of accounting and financial records and information systems in support of the department's accounting and financial reporting responsibilities; provides assistance and advice to ensure the effective deployment and use of the City's financial information systems.
  • Advises the Chief Financial Officer on systems of internal control and quality control related to the processing of City business transactions.
  • Coordinates activities, in conjunction with the Chief Financial Officer, and other City personnel, and performs work, consistent with professional accounting standards, related to the identification and maintenance of City capital asset transactions and related records, specifically complex transactions; and advises the Chief Financial Officer regarding such matters and related policies.
  • Develops and maintains the department's long-range planning models.
  • Assists the Chief Financial Officer in the administration of the department's debt management and compliance programs; maintains and analyzes the City's debt service requirements; integrates debt obligations within the City's long-range capital plans and monitors for accuracy; performs work related to debt-issuance activities; and performs work and coordinates activities related to arbitrage compliance.
  • Assists and advises the Chief Financial Officer in the administration of federal and state grant programs, and assists in the work related to such during the independent audit and grantor audits.
  • Assists the Chief Financial Officer in the analysis of the City's financial information; and performs and assists other department personnel in the preparation and maintenance of financial modeling and forecasting tools and systems.
  • Assists the Chief Financial Officer and performs work, as directed, in support of the department's work with City officials and managers on fiscal management issues.
  • Assists the Chief Financial Officer in support of the department’s work regarding banking and/or investment activities.
  • Prepares complex technical documents in support of department activities, using a variety of the department's computer software tools.
  • Communicates complex and advanced financial information, orally, in writing, and by electronic means to City personnel and outside parties with a professional and comprehendible manner.
  • Coordinates the work of department personnel on tasks and projects as directed.
  • Requires regular and prompt attendance plus the ability to work well with others and work well as a team.
  • Regularly interacts with senior management across all departments.
  • Attends meetings with City officials, City personnel and outside parties as directed.
  • May represent the Chief Financial Officer at meetings or other events as directed.
  • Performs related work as required.
