About The Position

The Finance Assistant Director provides direct oversight to the accounting and finance department and is primarily responsible for the financial management of PCS and all of its programs, as well as developing, implementing, and monitoring long-term departmental goals, objectives, and plans focused on achieving the organizations mission. The Finance Assistant Director provides leadership in building the accounting and finance function through developing and executing related strategy in support of overall strategic objectives. The Finance Assistant Director is also responsible for financial compliance, reporting, budgeting, procurement approvals, and leadership that drives a culture of excellence.

Requirements

  • Bachelors degree in Accounting/Finance or related field or 5 years of relevant experience is required.
  • 5 + years of progressive experience in accounting and finance required with extensive exposure to non-profit fund accounting required
  • 3 + years of experience in a supervisory role required
  • 2 + years of experience in a Community Action Agency or other similar non-profit organization preferred
  • Excellent verbal and written communication skills.

  • Excellent math and budgeting skills required.
  • Proficiency in understanding, speaking, and writing in English.
  • Valid drivers license required.
  • Must have liability insurance coverage.

Responsibilities

  • Develop and execute department strategies and initiatives to support overall organization plan; translate priorities into effective financial strategies, budgets, plans, and actions
  • Design and implement policies, procedures, and programs that support the successful financial management of PCS and drive organization success
  • Create and lead strategy, solutions, and execution of funding initiatives; act as leader and key funding driver across the organization
  • Assists in Creating, maintaining and updating financial manual for the agency, which includes record retention, procurement, etc. and presents to the Board of Directors on a regular basis
  • Manages program funding and budgets, financial reporting, tax reporting and remittance, auditing, and procurement approvals; Effectively lead and support all levels of management in such activities
  • Plan, direct, and supervise compliant, accurate, and efficient financial management functions including cash, accounts payable and receivable, payroll, fixed assets, etc.
  • Review time records; ensure fair pay practices and internal pay equity
  • Review, and report on PCS financial activities to PCS leadership including the Board of Directors; direct the preparation of all financial statements including tax returns, balance sheets, and governmental agency reports
  • Oversees risk mitigation plans in accounting/finance and other areas as needed
  • Works with the Finance Director to manage funding and other financial committee meetings and actions
  • Ensure compliance with funding sources financial management guidelines and regulations, general applicable financial and reporting regulations, as well as federal, state, and local laws
  • Work in collaboration with executive team as well as employees to manage annual audits, competitive bids, program monitoring, and insurance policies and renewals
  • Identify, implement, and maintain appropriate accounting systems and outsourced accounting services, ensuring synchronization of accounting and finance processes, procedures, and policies with applicable systems; provide training tools and resources for effective system utilization when needed
  • Ensure correct tax and financial reporting, payments to staff, vendors, and clients, and maintenance of insurance policies and files
  • Act as a liaison between staff and outsourced accounting providers, manage vendor and staff relations, answer questions and provide resources as needed
  • Provide leadership with general financial information, forecasts and projections, best practices, and guidance to all levels of management and staff on accounting/finance, budgeting, and funding issues and trends; ensure effectiveness of all accounting and finance functions, services, processes, reporting, and record-keeping
  • Continually monitor and measure the effectiveness of the accounting and finance function and makes adjustments and recommendations as needed
  • Maintain and build positive relationships with all levels of management; support employee development through coaching, counseling, and targeted trainings
  • Act as the primary accounting and finance point of contact and provide support for all employees, serving employees with excellence in a manner aligned with organization values and purpose
  • Hires, trains, develops, and supervises finance staff. Conducts self and performs work in an ethical manner in accordance with PCS standards of conduct, and other applicable policies
  • Attendance and participation in organizational team meetings and all staff days is required, some of which may be off site and on weekends
  • Works in collaboration with executive team and other members of management to analyze operations and identify areas in need of reorganization, downsizing, elimination, or expansion
  • Study long-range economic trends and projects and their impact on future growth and client service ability
  • Provide timely and accurate reports as needed to government agencies and management staff; communicate financial information to management and the Board of Directors in a timely and efficient manner
  • Create department staff training plans; conduct performance appraisals for direct reports
  • Maintain a strong working knowledge of PCS standards including policies and procedures, organizational standards, grant and program compliance, procurement standards, and all other applicable policies and procedures as outlined by PCS.
