About The Position

The Finance Division at DOHMH has central responsibility and authority for all the finance, contracting, procurement, payroll, and revenue functions of the nation's largest local health department. DOHMH has approximately 7,000 employees and serves the nation's largest city of 8.8 million New Yorkers. This position would be reporting to Directors along with other staff, and will be responsible for overseeing the agency’s strategic budgeting initiatives.

Requirements

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Responsibilities

  • Maintains records, writes reports, and prepares/conducts presentations on financial plan submissions and implementation for agency leadership;
  • Designs and executes processes to implement City or Agency exercises, and interprets the results of the process post-execution;
  • Reviews statistical and budgetary data submitted by divisions and Budget teams and evaluates for compliance with City regulation or funding requirements;
  • Prepares data and research for fiscal summary reports; may make recommendations to Budget leadership concerning additions or reductions to program funding;
  • Perform preliminary research and coordinates responses across bureau to participate or respond to requests for financial information/research from external partners;
  • Utilizes DOHMH and City financial systems and tools to support budget research and analysis.
  • Assist Director of Strategic Budgets in coordinating with various agencywide research and budget exercises;
  • Liaise with DOHMH programs and oversight agencies on special projects;
  • Provide staff supervision in the below duties as needed;
  • Makes and records observations on the progress of spending for PS and OTPS budgets for assigned programs and evaluates spending data for compliance purposes;
  • Monitors the operations of funded programs and designs more efficient or effective approaches to program administration.
