About The Position

Responsible for managing the administration, facilities project team, and budgeting for the Facilities and Fleet Departments. Assist with the development and implementation of the department’s strategic plan, policies, and priorities. This position manages the Administration and Business Services Divisions, overseeing user application support, operational reporting, and executive correspondence. It also defines and supports administrative matters related to the City of Denton's fleet, including acquisition, replacement, asset management, maintenance, repair, and disposal. The role involves planning, directing, and managing the day-to-day operations of assigned division workgroups, establishing and maintaining proper controls, safety measures, and accountability procedures. Analysis and evaluation of programs and services to meet stakeholder needs, and research into innovative ideas to enhance services and programs for Citywide maintenance and development are key aspects. The position works closely with internal and external stakeholders on new facility requirements, provides appropriate requirements, and reviews construction. It also administers departmental contract management, supports contract dispute resolution, and monitors operational risks with proactive implementation of mitigating measures. The role includes selecting, training, supervising, and evaluating staff, and developing, managing, and monitoring the budget to ensure cost-effectiveness and wise fund management.

Requirements

  • Bachelor's Degree from an accredited college or university in Business Administration, Finance, Project Management, Public Administration, Construction Management, Engineering, or related field
  • Five (5) years’ experience in facilities management, facilities maintenance, fleet services, project management, local government, or related field
  • Three (3) years experience in a supervisory capacity
  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
  • Knowledge of Federal, State, and Local Government laws, codes, and regulations regarding construction, facility, and fleet services.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources.
  • Skill at the intermediate level with Microsoft Office 365 and other software systems necessary to complete work.
  • Skill in data analysis, development of strategic plans, problem solving and action plan execution.
  • Skill for ensuring continuous improvement in processes, relationships, and cost savings.
  • Skill in developing and implementing organizational structures, procedures, and technology.
  • Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions to problems that maintain compliance.
  • Skill in judgment and creativity in decision-making; considering the relative costs and benefits of potential actions and select the most appropriate one.

  • Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law).
  • Must pass a drug test, driver’s license check, criminal history background check, and social security number verification.

Responsibilities

  • Actively participate in the strategic planning process, utilizing measurable data to assess operational effectiveness.
  • Define and support administrative matters related to the City of Denton's fleet, including but not limited to, acquisition, replacement, asset management, maintenance, repair, and disposal.
  • Plan, direct, and manage the day-to-day operations of assigned division workgroups.
  • Establish and maintain proper controls, safety measures, and accountability procedures for operations.
  • Analyze and evaluate programs and services to meet internal and external stakeholder needs and goals.
  • Develop and implement corrective action(s) for program and/or service improvement.
  • Research and identify innovative ideas to enhance services and programs for Citywide maintenance and development.
  • Ensure repository of maintenance records and availability of all City of Denton facility master plans, assessments, drawings, and architectural building plans.
  • Work closely with internal and external stakeholders on new facility requirements.
  • Provide appropriate requirements and review construction, as appropriate.
  • Administer departmental contract management and support contract dispute resolution efforts.
  • Monitor operational risks and proactively implement mitigating measures.
  • Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
  • Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.
