Grey County's Transportation Services department is recruiting a permanent full-time Area Supervisor, based out of Clarksburg, ON. This job posting is for an existing vacancy. Applications will be accepted until Thursday, May 14, 2026 at 11:59 p.m. Purpose To plan, coordinate, and supervise maintenance and construction work required throughout the assigned patrol area. To ensure that respective roads meet or exceed defined Levels of Service through application of the Ontario Minimum Maintenance Standards (MMS). To manage a team of operators in an organized and safe manner. To ensure the operational readiness of staff, equipment, and materials to respond professionally to day-to-day challenges. To provide sound recommendations and advice to the Management team. To help inform big-picture decision making and strategy through regular communication with managers. To ensure health and safety standards and regulatory requirements are always met. To respond swiftly to emergencies and interact professionally with emergency personnel.

Requirements

  • Two-year Civil Technician diploma, with at least 5 years of practical experience or equivalent work experience.
  • Strong understanding of industry regulations, standards, and best practices including Occupational Health and Safety, Highway Traffic Act, Minimum Maintenance Standards (O. Reg 239/02) and Commercial Vehicle Operator Regulation (CVOR).
  • Well-developed knowledge of road construction theory and equipment.
  • Working knowledge of winter maintenance practices and equipment.
  • Exceptional organization and record keeping skills.
  • Highly attuned awareness of Health and Safety practices and regulations.
  • Proficiency in Microsoft Office programs, specifically Excel.
  • Ability to build and maintain respectful working relationships.
  • Ability to work independently with critical thinking to understand where escalation is necessary.
  • Ability to respond to complaints in a timely and effective manner.
  • Excellent communication skills.
  • Current Criminal Record Check that is satisfactory to the County of Grey.
  • Clear driver’s abstract.

Nice To Haves

  • Certified Road Supervisors (CRS) designation or related training.
  • Previous supervisory experience.
  • Valid DZ driver’s License.

Responsibilities

  • Supervises according to the County’s personnel policies and the terms of collective agreements.
  • Performance reviews, standby/vacation schedules, review overtime accruals, and payroll approval.
  • Daily review of work orders, utilizing data to generate reports and guide decision making.
  • Daily review of Automated Vehicle Locator (AVL) software.
  • Daily review of Work Management System ensuring the accuracy of work.
  • Organizes and communicates weekly/monthly/annual tasks and targets.
  • Identifies and corrects system inefficiencies, deals with emergency situations, maintenance disruptions and employee issues.
  • Coaches staff on new workflows, technology, and information systems.
  • Organizes and schedules work assignments throughout patrol area and assigns crews and equipment accordingly.
  • Provides effective leadership, guidance, and discipline.
  • Enforces County By-laws, Policies, Occupational Health and Safety Regulations.
  • Completes Incident Notification and Health & Safety forms.
  • Ensures employees operate equipment and perform work according to Standard Operating Procedures (SOPs).
  • Investigates and resolves complaints and enquiries respecting patrol operations.
  • Schedules maintenance activities in consultation with the Operations and Engineering Managers.
  • Patrols each road as required to inspect road surface conditions, drainage systems and right-of-way.
  • Assigns highway maintenance work based on patrol observations.
  • Responds to electrical issues and calls electrical contractor if repairs are required.
  • Inspects road entrances, encroachments, and signs for compliance with applicable policies and procedures.
  • Ensure special event permits do not conflict with maintenance activities.
  • Uses GIS apps to document roadway deficiencies, inspections, and incidents.
  • Ensures service levels are met by organizing and assigning winter activities such as patrolling, plowing, salting, and sanding duties.
  • Ensures the other minimum maintenance levels of service are met on roads by organizing and assigning inspection activities such as illumination, sign reflectivity etc.
  • Coordinates maintenance of Transportation Department buildings throughout patrol area.
  • Liaising with contractors and service providers.
  • Accounts for all work that is carried out in the patrol by maintaining a diary that documents patrol activities.
  • Responsible for maintaining an electronic record of County maintenance activities using a variety of computer programs.
  • Maintains accounting and documentation of work by keeping time and material sheets, fuel records and work orders.
  • Maintain working knowledge of, and schedule work according to Operations budgets.
  • Review hours of service and perform daily inspections of the vehicles
  • Ensures follow-up and communication with stakeholders.
  • Maintain an inventory of respective Patrol area’s supplies and materials.
  • Regular data entry related to maintenance activities, budgets, payroll etc.
  • Assists with hiring, orientation, and training of employees.
  • Thorough documentation of motor vehicle accidents using County forms.
  • Schedules maintenance and servicing of all County equipment in the patrol area in consultation with Fleet staff.
  • Help draft Request for Tender (RFT) documents with Manager(s) and Finance.
  • Review and approval of invoices.
  • Organizes, scans and files documents, including but not limited to, training records, time and material logs and pre-trip inspections.
  • Applies functional related legislation (e.g., Highway Traffic Act (HTA), Drainage Act, Environmental Assessment Act)
  • Ensures spills are reported and documented.
  • Provides input on Significant Weather Events and inclement weather.
  • Ensures material used on the patrol meets OPSS specification.
  • Ensures communication system is working and report any issues.
  • Monitors fuel system and reports issues to Purchasing Technician.
  • Document and evidence gathering related to insurance claims.
  • Ensure accurate accounting of winter materials and maintain adequate stockpile.
  • Assists in planning, cost estimates, administering and monitoring the patrol work and budget.
  • Administers permits, agreements and contracts.
  • Provides updates and participates in bi-weekly Operations meetings.
  • Maintains skills at a high level through training, courses, seminars, and selected reading.
  • Responsible as a supervisor for occupational health and safety.
  • Always deals with the public diplomatically. Explains operations, activities, and schedules, especially when disruptions in service are occurring.
  • Performs other related duties as assigned by the Operations Manager.
