About The Position

Under general supervision, serves as applications administrator for assigned medium- to smaller-scale business function and middleware applications and provides secondary support for other enterprise applications; installs, configures, tests and deploys applications in test and production environments; monitors and tunes applications for optimal performance; analyzes, troubleshoots and resolves application performance problems, errors and failures; performs related duties as assigned. The ideal candidate is a highly collaborative and skilled technical application administration professional. They have demonstrated success as a technical lead delivering secure, reliable and supportable vendor-provided SaaS, COTS, cloud (e.g., Azure), and on-premise enterprise application implementations. They work closely with vendors, IT stakeholders, and business partners throughout solution design, establishing support standards, and ensuring smooth handoff from development to operational support teams through well-developed and documented procedures. The candidate brings hands-on experience with scripting, application configuration, and resolving complex application issues as part of tier-3 support. They continuously improve and automate processes, help define and reinforce support standards, apply DevOps/SecOps concepts, communicate clearly, stay current with evolving technologies, and understand the importance of delivering world class application solutions and support.

Requirements

  • Graduation from a four-year college or university with a major in information technology, computer science, business administration or a closely related field; and three years of increasingly responsible information technology experience involving applications administration, applications development, systems administration, database administration or a related specialty; or an equivalent combination of training and experience.
  • Knowledge of principles, methods and best practices for installation, configuration, testing and administration of enterprise and business function applications including performance diagnostics and tuning, application recovery and change management/version control tools and methods.
  • Knowledge of principles of software life cycle management.
  • Knowledge of systems analysis principles and software development and maintenance tools and utilities.
  • Knowledge of principles and practices of server and database/data storage administration in a multiplatform, Windows/Unix environment as they apply to assigned applications administration responsibilities.
  • Knowledge of systems integration concepts, methods and practices.
  • Knowledge of applicable scripting languages including SQL, PowerShell, Perl and UNIX shell scripts.
  • Knowledge of principles and practices of applications troubleshooting in a complex interoperating infrastructure.
  • Knowledge of web based technologies.
  • Knowledge of basic project management methods and techniques.
  • Knowledge of customer relationship management concepts and practices.
  • Knowledge of principles and practices of sound business communications.
  • Knowledge of standard business software including word processing, spreadsheet, database and flow charting applications.
  • Ability to perform application installation, configuration, testing and administration of mid- to small-scale applications in a multi-platform and operating systems environment, with an understanding of interoperating and integration issues.
  • Ability to plan and coordinate the testing and installation of upgrades, patches, releases and fixes, ensuring they operate correctly and are compatible with other applications, systems and business processes.
  • Ability to balance responsibilities for multiple activities to ensure timely, high-quality results.
  • Ability to monitor performance, analyze diagnostics and perform or recommend application and server tuning to ensure optimal utilization of systems and database/data storage resources.
  • Ability to maintain integrity and security of the production environment in compliance with IT policies, standards and protocols.
  • Ability to apply critical thinking skills to reach sound, logical conclusions in researching technology issues and analyzing problems and alternatives.
  • Ability to perform application troubleshooting to resolve difficult to complex and sometimes ambiguous applications problems and failures including performing application recovery and re-install processes while avoiding data loss.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to prepare clear, concise and accurate documentation and other written materials.
  • Ability to exercise sound judgment within IT policies, standards and protocols.
  • Ability to keep technical skills current to meet continuing work responsibilities.
  • Ability to use tact and diplomacy when dealing with sensitive, complex and/or confidential issues and situations.
  • Ability to establish and maintain highly effective, customer-focused and collaborative working relationships with all levels of managers, customers, other IT staff, consultants, vendors and others encountered in the course of work.
  • A valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy.

Nice To Haves

  • Experience in a government or public utility setting with applications similar to those administered by the District is highly desirable.
  • Experience with technical administration of enterprise solutions such as IBM Maximo Application Suite, Oracle Utilities Customer to Meter (C2M), and AssetWorks FleetFocus.
