About The Position

The Aging Services Manager is responsible for overseeing the Agency's quality assurance and program improvement efforts. This role includes ensuring compliance with programs and maintaining quality control. The manager will primarily handle protective services intake and will provide support for supervisory functions across all service areas.

Requirements

  • Bachelor’s Degree in public administration, sociology, social welfare, psychology, gerontology, or other related social sciences.
  • One year of experience in public or private social work.
  • Two years of case work experience, including one year of experience performing assessments of clients’ functional ability to determine the need for institutional or community-based services.
  • One year of assessment experience.
  • Completion of 12 semester credit hours of college-level courses in public administration, sociology, social welfare, psychology, gerontology, or other related social sciences.
  • Certification by the Commonwealth of Pennsylvania as a certified assessor (must be obtained within 90 days of employment).
  • Valid state-issued Driver’s License.
  • Extensive knowledge and understanding of the long-term care industry.
  • Ability to work independently following established policies and procedures.
  • Ability to plan, organize, direct & coordinate the work of staff.
  • Ability to delegate authority & responsibility.
  • Effective written & oral communication skills.
  • Possess advocacy skills and a sense of professional ethics.
  • Ability to manage & lead in a team setting.
  • Ability to handle stress.
  • Physical presence in the office is required.
  • Must have a valid driver’s license, a good driving record, and a car that is fully insured.

  • Computer utilization skills and ability to work effectively in “Windows” environment.

Responsibilities

  • Establish procedures and guidelines for quality assurance across all Agency Departments to ensure alignment with relevant program requirements.
  • Develop, implement, and maintain quality assurance systems, establish standards, and train staff.
  • Work with individual program areas to address quality issues, recommend improvements, and foster a culture of continuous improvement.
  • Screen, review, and assign reports of need.
  • Provide clinical supervision, training, and programmatic oversight to Agency staff as needed.
  • Support Protective Services functions through screening and assigning cases.
  • Acquire and maintain certification as a Protective Services worker.
  • This position may take on Protective Services duties as necessary.
  • Continuously evaluate and monitor the performance of individual units and employees, identifying strengths and problems, while determining the need for training.
  • Review and analyze case records for completeness and adherence to established standards.
  • Acquire and maintain certification as an Agency Assessor, supervisory review of Functional Eligibility Determination (FED) assessments submitted by assessors.
  • Participate in case conferences, as required, with appropriate staff as well as external agencies, providers, and consumers, and/or family to ensure service delivery to consumers.
  • Convene meetings regularly and participate in agency meetings as required.
  • Participate in orientation and training, in-service as assigned, and attend regularly scheduled management, team, and staff meetings.
  • Provide routine backup to other supervisors within the agency.
  • Offer support and supervision to case managers during their after-hours on-call work.
  • Represent the Agency in varied media outlets and at in-person events as needed.
  • Determine and apply an ethical and professional framework of responsible areas.
  • Adhere to all policies, laws, regulations, and codes of ethics and confidentiality as outlined by federal and state laws, and agency policies and procedures.
