Agile Program Manager (Army Training Systems Portfolio)

Threat Tec, LLC•Orlando, FL
•$160,000 - $195,000

About The Position

Threat Tec, LLC is seeking an Agile Program Manager to lead a large, cross-functional professional services team supporting U.S. Army simulation, training, test, and threat acquisition programs in Orlando, Florida, and at Redstone Arsenal, Alabama. This is a key personnel role responsible for leading overall contract execution and serving as the primary interface with senior Army program leadership. The role will transition a traditional staffing model to an Agile, capacity-based model in which work is pulled from a prioritized backlog and success is measured by outcomes and delivery velocity rather than headcount. The Program Manager will manage and reallocate a pool of multidisciplinary professionals across project offices, establish and scale Agile practices, oversee Jira-based planning and metrics, and maintain transparent performance reporting. The position also leads contract transition and presents Agile demonstrations and capability briefings to Government stakeholders.

Requirements

  • U.S. citizenship.
  • Active Top Secret clearance with eligibility for TS/SCI.
  • Bachelor's degree or equivalent professional experience.
  • At least 5 years of program management experience leading Agile teams or managing cross-functional, capacity-based professional services contracts in federal or commercial settings, including at least 3 years within the past 5 years.
  • Demonstrated experience scaling Agile practices across multiple teams.
  • A current advanced Agile credential: PMI-ACP, Certified Scrum Professional (CSP), SAFe Agilist, SAFe Practice Consultant (SPC), or equivalent advanced certification.
  • Hands-on Jira experience tracking capacity, managing backlog workflows, forecasting delivery velocity, and building flow metrics and dashboards.
  • Documented record of using specific delivery metrics to turn around a failing project or materially improve team performance; applicants should describe this in their resume.

Nice To Haves

  • Active TS/SCI clearance.
  • SAFe SPC or SAFe Release Train Engineer (RTE), PMP, or PgMP.
  • Experience with Army or DoD simulation, training, test, or threat acquisition programs, including PEO STRI or CPE ST3 product offices.
  • Experience managing contracts of 50 or more personnel across multiple sites, including 24/7 or SCIF-based operations.
  • Experience leading contract transitions and retaining incumbent workforces.
  • Experience with Jira Align, Confluence, Power BI, or similar portfolio analytics tools.
  • Military service or prior Army acquisition experience.

Responsibilities

  • Lead overall contract execution as Program Manager, with full authority over daily contract operations, and be available within the 0600–1800 operating window.
  • Manage an enterprise capacity pool of engineers, analysts, logisticians, financial, cyber, and program support professionals, reallocating staff across project offices based on backlog priority, workload surges, blockers, and mission demand.
  • Establish and scale Agile practices such as SAFe, Scrum, or Kanban across multiple teams while aligning work with customer strategic and mission goals.
  • Own the Jira environment, including capacity tracking, backlog workflows, sprint and PI planning, velocity forecasting, flow metrics, and executive dashboards.
  • Use delivery metrics to identify risks, pivot underperforming efforts, improve team performance, reduce idle time, and maximize productivity.
  • Brief senior Government leadership, communicate risks and blockers, facilitate decisions, and maintain transparent performance reporting.
  • Lead contract transition without mission degradation, including retention and onboarding of experienced staff.
  • Lead and present live Agile demonstrations and capability briefings to senior Government stakeholders.
