About The Position

The New Jersey Judiciary, Probation Services Division, Child Support Enforcement Unit, is seeking a highly motivated administrative professional with excellent customer service, interpersonal, organizational, communication, time management and technical skills. Under the direction of an Administrative Supervisor, or other supervisory personnel, the selected individual will serve as the subject matter expert and lead worker assisting statewide probation staff with complex child support matters. The ideal candidate will thrive in a collaborative, fast-paced, team-oriented environment and possess a strong knowledge of the NJKiDS automated system and the ability to run reports and measure performance at the local and state levels. Finally, this individual must be able to use innovative solutions to resolve system and policy issues and can train other Central and local Vicinage staff on those solutions. The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree and five years of professional experience, two of which shall be in program development, program coordination, program analysis, program administration and/or administrative research.
  • Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits.
  • An associate degree from an accredited college or university and two years of additional paraprofessional and/or professional experience may be substituted for a bachelor’s degree.
  • A master’s degree from an accredited college or university may be substituted for one year of experience.
  • A law degree from an approved American Bar Association law school may be substituted for two years of experience.
  • Note: A master’s degree or a law degree from an accredited college or university, may be used as a substitution, not both.
  • Degrees conferred outside of the United States must be evaluated by a recognized evaluation service. (See https://naces.org/members/ )
  • Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.
  • Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.
  • Newly hired employees must agree to a thorough background check that will include fingerprinting.
  • In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey.
  • Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.

Responsibilities

  • Act as a lead worker in all Child Support technology functions.
  • Develop, enhance, and maintain complex reporting solutions using Excel, Access, and SharePoint, including automation, data integration, and advanced analytics.
  • Function as a lead NJKiDS Systems Team member by providing virtual assistance and creating help-desk tickets for user access across several systems within the child support domain, as well as tickets for all NJKiDS system development and defects.
  • Reset passwords and run quarterly audits to ensure only Title IV-D staff have access to the various databases, and work with local county probation offices to ensure accurate data for annual staffing models and system security.
  • Provide technical assistance to local child support staff by reviewing database activities as they relate to performance measures and enforcement methods so that all tools are utilized to their fullest extent.
  • Download and disseminate financial, held monies, bench warrant, child support collection, JOBS program, and other related reports to local offices, and conduct quantitative and qualitative research to support performance and operational effectiveness.
  • Analyze child support initiatives, programs, and units to assess effectiveness and recommend process and workflow improvements.
  • Design, build, and administer SharePoint sites and web content to support statewide child support operations.
  • Review NJKiDS technical designs, evaluate system impacts, and develop required technology solutions to support child support program initiatives.
  • Assist with implementation of AOC Probation, Division of Family Development (DFD), and federal and state government Title IV-D initiatives and changes, which include planning, training, data clean-up efforts, and ongoing support, as necessary.
  • Assess areas of concern identified in statistical reports, internal AOC audits, and Quarterly Performance Reports issued by the DFD.
  • Analyze NJKiDS performance using statistical and analytical methods, identify trends or deficiencies, and recommend system or process changes to improve outcomes.
  • Take the lead on new projects requiring advanced technical solutions, ensuring that tools, processes, and system enhancements are aligned with program needs and improve the effectiveness of child support operations.
  • Participate in committees, meetings, multi-agency working groups, and projects as required.
  • Regular and predictable physical presence at the worksite is an essential function of this position.
