About The Position

The N.C. Department of Agriculture and Consumer Services provides services that promote and improve agriculture, agribusiness, and forests; protect consumers and businesses; and conserve farmland and natural resources for the prosperity of all North Carolinians. The Department employs approximately 2,000 employees. The Standards Division is a regulatory agency responsible for enforcing the North Carolina Weights and Measures Act (G.S. 81A), the Gasoline and Oil Inspection Law (G.S. 119), and the LP-Gas Inspection Law (G.S. 119 Article 5). Duty Station: Steve Troxler Agricultural Sciences Center, 4400 Reedy Creek Rd., Raleigh. Seeking motivated self-starter for administrative, fiscal, human resource management, and employee safety and health, responsibilities for the Standards Division. In addition, this position provides support to the Division Director and four program managers.

Requirements

  • Knowledge of Human Resources policies and procedures.
  • Knowledge of Microsoft Office applications.
  • Ability to plan, instruct and supervise the work of others.
  • Ability to prioritize work duties and to work independently to meet deadlines.
  • Basic knowledge of accounting, budgeting, and purchasing practices.
  • Bachelor’s degree from an appropriately accredited institution and one year of experience in HR, budgeting, research or administrative management; or an equivalent combination of education and experience.

Nice To Haves

  • Experience in NCFS, E-Procurement, Beacon, Workday, and budgeting software.

Responsibilities

  • Use of NEOGOV and Beacon for personnel actions, vacancy postings, and time entry.
  • Division’s budget monitoring and revisions.
  • Primary purchaser of goods and services through the E-procurement system.
  • Completes purchasing card reconciliation.
  • Responsible for paying invoices, and completing travel reimbursements and BDA’s.
  • Inventory control including the Fixed Asset System (FAS), State Surplus Property, and the Division’s Vehicle and Equipment database.
  • Acts as the initial contact for the public, legislators or other divisions or agencies in these areas.
  • Handles confidential reports, correspondence, and file retention schedules.
  • Supervises two office clerical positions and is responsible for conducting their performance evaluations.
