About The Position

The N.C. Department of Information Technology (NCDIT) serves as the Technology Center for the State of NC. Services that NCDIT provides reach a client base of state and local government agencies, as well as schools, colleges and universities. NCDIT’s mission is to enable trusted business-driven solutions that meet the needs of North Carolinians. NCDIT provides technology services to state agencies and is charged with closing the digital divide by expanding availability of broadband services and promoting the adoption of affordable, high-speed internet. The position is designated Statutory Exempt (EHRA) and is exempt from the State Human Resources Act. Are you ready to take the next step in your career? We currently have an opening for an Administrative Officer I. This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work. The Administrative Officer I serves as the operational and business management lead for the NC Health Information Exchange Authority (NC HIEA), ensuring that core administrative, fiscal, and human resource functions operate effectively and in compliance with state policies. Reporting to the Executive Director, this position provides leadership in the design, coordination, and execution of processes that sustain the organization’s efficiency and accountability. This includes oversight of purchasing, budget tracking, logistics. The position exercises independent judgment to interpret and apply complex administrative policies, coordinates cross-divisional efforts, and develops process improvements that advance NC HIEA’s strategic goals and service delivery. The NC Health Information Exchange Authority (NC HIEA) is a business unit within the NC Department of Information Technology’s Data Division. The NC General Assembly, Session 2015-241, Sec. 12.5(a)-(g), established a state-managed Health Information Exchange Authority (NC HIEA) to oversee and administer the NC Health Information Exchange Network, now called NC HealthConnex. A Health Information Exchange is technology that allows a secure electronic exchange of health-related information between health care professionals that provides the ability to access and securely share vital medical information The NC HIEA is directed to develop health care partnerships as part of a statewide data integration and data-sharing initiative. By law, the unit is responsible for connecting certain health care organizations in NC who receive state funds for the provision of health care services to NC HealthConnex as well as establishing a clinical data warehouse to support business intelligence efforts at an enterprise level that will generate improved health care treatment and improved service delivery by Medicaid Managed Care, State agencies, health departments, and health care organizations.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and one year of experience in HR, budgeting, research or administrative management; or an equivalent combination of education and experience.

  • Demonstrated experience in administrative oversight and business operations, including designing and managing internal business processes.
  • Demonstrated ability to coach HIEA staff on business process implementation and apply appropriate industry methodologies to meet operational needs.

Responsibilities

  • Maintain procurement documentation, ensure policy compliance, and oversee reconciliation of expenditures.
  • Serve as liaison to DIT fiscal, procurement, HR, and legal units; ensure integration of NC HIEA operations within broader DIT processes.
  • Design and implement internal business management systems to support planning, resource allocation, and performance tracking.
  • Analyze administrative and fiscal data to identify trends and recommend operational improvements.
  • Provide administrative support for conferences, trainings, and public events.
  • Maintain records and ensure all activities align with state policies and reporting requirements.
