About The Position

The primary purpose of this position is to supervise staff in the Accounting Section of the Unemployment Insurance Tax Department who are responsible for returned payments, all aspects of reimbursable employer accounts, and the research and correction of electronic reports and payments. This position works with the units in the central office Tax Department and works particularly closely with the Document Payment Processing Unit in assisting with electronic payments. This position will conduct periodic quality assurance reviews of the work of the various units in the central office Tax department. This position is responsible for the accounting of attached claims prepayments and voluntary contributions. This position will work with the staff in the Commerce Finance Center by providing them data for the Job Development Investment Grant Program. This position is very involved with the annual experience rating process, which assigns employer tax rates for over 200,000 employers in North Carolina. This position will assist with the development and implementation of new technologies working with internal IT staff as well as outside vendors. This position will assist internal staff and external customers with analyzing complex situations and determining the most appropriate resolution. The Division of Employment Security is responsible for the administration of the unemployment insurance program in the state of North Carolina. This program is a federal-state partnership, funded by federal and state unemployment taxes, which employers pay on the wages of their employees. Our Tax Accounting Unit drives this mission by providing comprehensive customer service and technical resolution for employer accounts—covering everything from tax rate calculations to bankruptcy proceedings. By overseeing offset programs and meticulously auditing daily deposits, we ensure accurate and transparent financial operations for the department.

Requirements

  • Bachelor's degree in accounting, or a degree in business administration, finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting; or equivalent combination of training and experience.
  • Demonstrated experience to compile, monitor, examine, and interpret various moderately complex financial statements, reports, or accounts for accuracy and conformance to accounting and tax program guidelines and to prepare and disseminate financial reports.
  • Demonstrated experience to plan, assign, and supervise the work of subordinate employees.
  • Demonstrated experience to develop, evaluate and implement changes to accounting systems and processes.
  • Demonstrated experience to establish and maintain effective working relationships with Agency personnel and the public that foster organizational success.
  • Demonstrated experience of applicable information technology and internal controls to meet work needs.
