About The Position

The Ministry of Advanced Education is responsible for an adult learning system that provides accessible, affordable, and high-quality education for Albertans. The Ministry prepares Albertans for lifelong success through education by approving programs of study; funding public post-secondary institutions and other adult learning providers; providing financial aid for learners; registering and certifying apprentices; supporting academic research and innovation. Our programs and services are driven by 3 outcomes: Adult learning opportunities are accessible and affordable for all Albertans; High-quality education, skills development and research make a positive contribution to Alberta’s economy, society, culture and environment; and the adult learning system is accountable and coordinated. Certain professions and occupations in Alberta are self-governed by professional regulatory organizations, which receive their authority through provincial legislation. Advanced Education is responsible for legislation that governs 22 professional regulatory organizations. These organizations are responsible for developing regulations, standards of practice, codes of ethics and other related bylaws that govern their members and ensure the public interest is protected and public safety is maintained.

Requirements

  • University graduation in a field related to the position assignment, supplemented by two years related experience.
  • Related experience or education may be considered as an equivalency on a one for one basis.
  • Some experience is required in Access to Information and Records Act (ATIA)

  • Experience administering ATIA legislation in a public sector environment
  • Knowledge of GOA records management frameworks, policies, and systems
  • Experience managing complex or sensitive access requests and privacy issues
  • Experience supporting audits, investigations, or compliance reviews

Responsibilities

  • Lead and coordinate the Ministry’s ATIA program, ensuring compliance with legislative requirements
  • Manage access request processes (including response content, timelines, extensions, fee estimates, and third-party notifications) in collaboration with Service Alberta
  • Provide expert advice to delegated decision-makers on disclosure, privacy protection, and third-party information considerations
  • Coordinate responses to access requests, ensuring an 85%+ on-time completion rate aligned with Ministry performance expectations
  • Liaise with executive leadership, program areas, and corporate communications on sensitive or high-profile requests
  • Lead investigations into privacy breaches and coordinate responses with the Office of the Information and Privacy Commissioner (OIPC)
  • Coordinate responses with Alberta Justice and external bodies, including the Human Rights Commission and Ombudsman
  • Lead the implementation and monitoring of records management practices (digital and physical) across the Ministry
  • Provide expert advice on records classification, retention, disposition, and compliance requirements
  • Coordinate the transition from paper-based to electronic records environments
  • Support implementation of functional classification systems, retention schedules, and disposition processes
  • Coordinate with Service Alberta on records storage, transfer, and disposal, including litigation hold reviews
  • Represent the Ministry on cross-government ATIA and records management initiatives
  • Promote awareness and compliance with GOA records management policies and directives
  • Provide training and guidance to staff on ATIA, privacy, and records management best practices
  • Identify risks and recommend improvements to processes, systems, and controls
  • Support development and maintenance of policies, guidelines, and procedures
  • Enhance departmental awareness of privacy and access requirements and support program compliance
