About The Position

California State University, Fullerton (Cal State Fullerton) is seeking an experienced and collaborative professional to serve as Academic Resource Manager (Administrator II) within the College of Education. Requirements

  • Bachelor’s degree from an accredited four-year college or university in Accounting, Finance, Business Administration, or Public Administration.
  • A minimum of 10 years of progressively responsible experience in procurement and HR transactions, systems, and policies within the California State University system.
  • A minimum of 10 years of budget lead experience which includes directing, training, and supporting staff on university and units (Associate Vice President (AVP) Office or college level), policies and procedures, ensuring that their work meets the requirements for budget, procurement, and various HR policies and are audit-ready.
  • A minimum of 8 years of experience in oversight of an Ed. Doctorate program budget, including tuition revenue projection, staffing and benefits cost analysis, and expenditure planning.
  • A minimum of 8 years of experience of overseeing the budget and financial operations, and various HR processes, for a college with a student body that are primarily graduate level.
  • Responsibility for an entire academic unit to include analysis and projection of expenditures and revenues, and foundation/auxiliary organization funds.
  • Knowledge of the importance of CSU collective bargaining agreements and the ability to research and apply the requirements when working with staff, students, and faculty.
  • Proficient using computers and software applications as related to fiscal management needs.
  • Ability to extract data, analyze and interpret financial data, verify, and present information utilizing PeopleSoft is preferred.
  • Extensive working knowledge of Microsoft Office applications with an emphasis on Excel software for creating and maintaining financial databases.
  • A background check (including a criminal records check) must be completed satisfactorily and is required for employment.

Responsibilities

  • Serve as the chief resource manager and a member of the college’s leadership team, acting as a strategic partner to the dean.
  • Ensure optimal alignment and utilization of fiscal and human resources within the college, providing analysis of fiscal spending patterns, forecasting, and evaluating cost effectiveness.
  • Collaborate with Provost’s Office leadership, the Division of Administration and Finance, and other resource staff to aim for operational efficiency.
  • Serve as the college’s principal fiscal officer, leading all budgetary administration for state, Cal State Fullerton Philanthropic Foundation (CSFPF), and Auxiliary Services Corporation (ASC) funds.
  • Develop multi-year and annual plans utilizing all college fund sources and ensure optimal alignment of resources with each department, unit, and program.
  • Work closely with department chairs in the development of instructional budgets and assist with balancing workload allocations with workload demands.
  • Develop complex analyses and financial reports, formulate scenarios, monitor expenditures and account balances, and ensure expenses do not exceed budget/revenue.
  • Ensure college fiscal operations comply with Chancellor’s Office and campus policies and procedures, and keep leadership and staff apprised of new guidelines.
  • Serve as the college’s representative for all fiscal matters including accounting, procurement, payroll, student business services, and auxiliary and philanthropic accounts.
  • Oversee human resource planning and processes for the college, developing strategic organizational plans in collaboration with college leadership.
  • Promote a culture of inclusive excellence and identify and eradicate inequities in recruitment, hiring, retention, and separation practices.
  • Supervise staff, committed to staff growth, development, and continuous improvement, and create professional development plans.
  • Oversee processes associated with tenure track searches, lecturer contracts, and tracking of lecturer unit entitlements.
  • Exercise knowledge of relevant collective bargaining contracts.
  • Exercise significant judgment in the development, communication, and implementation of policies and procedures.
  • Promote a healthy team culture where all members work collectively to achieve goals and objectives at the college, division, and university level.
  • Perform other duties as assigned.
