About The Position

Under the direction of the Deputy Director Community Development, performs mechanical, plumbing, building, and fire inspections of commercial and residential buildings and constructions sites, as well as plan review as needed. The Plans Examiner/Building Inspector III performs a variety of duties related to residential and commercial development including inspection of commercial and residential construction projects and interpretation of applicable building, plumbing, mechanical, fire, and environmental codes. Work involves examining installation methods, materials, and construction details of commercial, multifamily, and single-family structures to verify compliance with standards, codes, regulations, and approved plans; providing information concerning construction codes and requirements; preparing reports; and operating inspection tracking software and reporting systems.

Requirements

  • High School or GED is required.
  • Four (4) years of experience performing commercial, multifamily, and residential inspections for a municipal government are required.
  • ICC or IAPMO certifications as a Residential Building Inspector (B1), Commercial Building Inspector(B2), Mechanical Inspector (M1) and Plumbing Inspector (P1) are all required upon hire.
  • Current, valid, unsuspended WA Driver’s License is required upon hire.
  • Out of state candidates are required to obtain a WA state driver’s license in accordance with state law.
  • Knowledge of construction codes including the Washington state building codes, uniform plumbing code, and 2021 International Building Code (IBC); applicable federal, state, and local laws, codes, ordinances, regulations, policies and procedures related to plans review, building inspection, and code enforcement; design and structural engineering principles, techniques, and practices; plans examination and review procedures; interpersonal skills including tact, patience, and courtesy; construction tools, equipment, materials, safety standards and modern methods of building construction; and modern office procedures, methods, and equipment.
  • Ability to operate a personal computer and related word processing, permitting, and engineering software; perform complex and technical review of construction plans; perform a variety of inspections at construction sites; work independently with little direction; communicate effectively with the public, contractors, developers and co-workers, both orally and in writing; explain technical items and problems in a lay person’s terms, and read, interpret, apply, and explain regulations, codes plans, policies, and procedures.
  • Must have the overall stamina and ability to perform moderate to strenuous physical activity, including the ability to stand or walk for long periods of time; work in and on structures under construction; and climb, bend, and work in tight or confined areas.
  • Close vision, color vision, depth perception, and distance vision are essential to performance of the position. Corrective lenses may be utilized.
  • Must be able to hear alarms and have the ability to audibly identify the presence of a danger or hazard.

Responsibilities

  • Conduct field inspections of construction projects to ensure compliance with the International Code Council (ICC) Building, Mechanical, Plumbing and Fire Codes, State Energy, Ventilation and Indoor Air Quality and Barrier Free Codes, as well as other state laws and City of Port Orchard Ordinances and policies
  • Read and interpret architectural drawings, site plans, topography, and structural drawings with actual construction to ensure compliance with applicable codes
  • Recommends interpretations of adopted codes
  • Review architectural and structural plans for compliance with adopted technical codes, evaluate proposal for new materials, conduct research regarding new products and materials for code compliance, and prepare corrections notices when appropriate
  • Explain codes, policies, and procedures to the developers, contractors, architects, engineers. and other members of the public at the front counter, over the phone, in the field and in writing
  • Respond to and/or address construction compliance concerns and assist in developing policies and procedures
  • Maintain notes, files, and records documenting inspections and related work
  • Establish and maintain effective working relationships
  • Act in a professional and courteous manner at all times
  • Prepare written documentation with clearly organized thoughts to advise applicants of plan and design constructions
  • Research potential solutions to problems and complaints regarding commercial and residential buildings and building construction
  • Maintain knowledge of changes in construction codes and review professional code books, journals, and ordinances to verify and interpret applicable codes
  • Respond in a timely and professional manner to members of the public and contractors
  • Attend and represent the department at meetings as directed
  • Reliable and regular attendance is required
  • Other duties as assigned
