The Youth Housing Program Manager provides day-to-day leadership and supervision for youth housing case management teams delivering rental assistance and housing stabilization services to youth and young adults ages 18–24 experiencing homelessness. This role supports multiple housing program models, including tenant-based rental assistance and supportive housing, and ensures services are delivered in alignment with organizational values, best practices, and applicable program requirements. Reporting to the Youth Housing Director, the Program Manager balances administrative leadership with direct service by maintaining a small caseload. This position serves as a key technical resource for staff, providing hands-on guidance related to housing navigation, landlord engagement, documentation, and housing stabilization. The Program Manager plays a critical role in building staff capacity, supporting program quality, and ensuring youth receive consistent, high-quality, housing-focused case management. This position is based at the VOA Youth Resource Center and includes community-based work with clients and partners as needed.
