About The Position

Performs intermediate technical work performing inspections and interviews, coordinating city sanitary programs, reviewing and analyzing test samples, updating and maintaining files and data, and related work as apparent or assigned. Work is performed under the limited supervision of the Pretreatment Coordinator/ Lab Supervisor.

Requirements

  • Thorough knowledge of chemical principles, terminology, techniques, equipment and laboratory tests pertaining to analysis of water and wastewater samples
  • Thorough knowledge of the processes and treatment stages involved in water and wastewater treatment
  • Thorough knowledge of modern chemical laboratory procedures, techniques and equipment and skill in their use
  • Thorough knowledge of grant acquisition and procedures
  • Thorough knowledge local, State, and Federal laws and regulations pertaining to the department
  • Skill in the use of personal computers, associated software packages, hardware, and peripheral equipment
  • Skill in the use and operation of assigned equipment and vehicles
  • Ability to use laboratory and related equipment and to compute and record test results
  • Ability to perform research work on problems of a chemical nature
  • Ability to prepare clear and accurate scientific reports including suitable graphic representations
  • Ability to establish and maintain effective working relationships with coworkers, supervisors, and the general public.
  • Bachelor's degree in biology, chemistry, microbiology, or related field and considerable experience with laboratory analysis methods, regulatory sciences, or equivalent combination of education and experience.
  • Class IV Indiana Municipal Wastewater Treatment Plant Operation certification within 2 years of hire.
  • Class D Indiana Industrial Wastewater Treatment Plant Operation certification within 2 years of hire.
  • Completion of CSUS Office of Water Programs course “Pretreatment Facility Inspection” within one year of hire.
  • Obtain Indiana Industrial Operators Association Registered Pretreatment Coordinator certification within 2 years of hire.
  • Valid driver's license in the State of Indiana.

Responsibilities

  • Oversees, coordinates, records, reviews, and analyzes city industrial and commercial client monthly Industrial User (IU) self-monitoring, Sanitary Sewer Flow Loss program, Wastewater Surcharge program and IU permitting; monitors sample analytical results.
  • Conducts compliance inspections and follow-up interviews on permitted industries; analyzes for spill concerns; reviews wastewater analytical results and records; collects and reviews permits and emergency plans for verification; provides regulatory updates through on-site meetings, public meetings, and email correspondence.
  • Works with, or serves on, the Richmond Environmental Sustainability Commission as a recognized water quality resource FBO of Richmond Sanitary District and to understand larger District goals in relevance to the Climate Action Plan.
  • Respond to requests for public input in the area of potential water quality impacts.
  • Identify, research and complete State and Federal grant opportunities; implement and manage funded projects from start to completion; develop measures of success, train employees and provide oversight of standard operating procedures.
  • Assists, recommends, and reviews the City Sewer Use Ordinance (SUO) and Enforcement Response Plan (ERP); determines classifications; writes and issues Industrial User permits.
  • Updates and maintains monthly Flow Loss program data; calculates and generates monthly invoice summary reports; forwards report types for billing invoicing.
  • Assists, coordinates, implements community education opportunities and outreach campaigns.
  • Prepares, calibrates, and operates sampling and analytical equipment for industrial and wastewater treatment plant sampling, including determining equipment needs.
  • Assists in collecting river samples and non-routine water and wastewater samples as situations warrant.
  • Assists in investigating illegal discharges to sewer system from industrial, commercial, and residential sources.
