The Real Estate Services (RES) division of DCAS supports the operations of the government of the City of New York by providing services for the City’s real estate needs. RES is responsible for the space planning and management of 37 million square feet, Citywide acquisitions (lease or purchase), sales and other dispositions of City-owned real estate, architectural design and project management, zoning and land use analyses, disposition of 15,000 City-owned lots, property valuation, and financial analysis of real estate transactions. The Strategic Planning Unit leads efforts to consolidate the citywide real estate portfolio, partnering with other teams in RES, City agencies, and the Office of Management and Budget (OMB) to develop and implement projects that deliver cost savings for the City of New York. The Strategic Planning Unit oversees the entire life cycle of a project to consolidate or relinquish space, including creating the initial concept, developing timelines, design documents and cost estimates, obtaining buy-in from agency partners, and managing implementation. The unit also leads process and operational improvements for RES, such as developing RFPs for leased real estate and implementing new technology to enhance project tracking and reporting. We are seeking to hire a Workplace Strategy Specialist to assist with the functions of the RES Workplace Strategists. The Workplace Strategy Specialist will assist in the research and analysis of relevant lease documentation for the development of cost analysis in support of real estate proposals for consolidation, relinquishment, relocation and/or restacking of office space within the City’s leased real estate portfolio in order to maximize space utilization and generate cost savings across the portfolio. The Workplace Strategy Specialist is a detail-oriented, collaborative, and solutions-focused thinker with strong writing and communication skills who is comfortable working in a multi-disciplinary environment. The successful candidate will be required to collaborate with the Workplace Strategists within Strategic Planning as well as, under supervision, engage with client agencies and other internal Real Estate units to understand individual proposal requirements, conduct appropriate research, develop “stay vs go” cost analysis and engage with Tenant Representatives as needed to relay preliminary work done by Strategic Planning relevant to their assignments. The Workplace Strategy Specialist will also serve as liaison for the coordination of the ACRES/Archibus platform with DCAS IT and assist in its roll out across Real Estate units as needed. Experience in the City’s leasing process and a background in finance, valuation and/or business is preferred.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

  • Background in finance, valuation and/or business is preferred.

Responsibilities

  • With guidance from team members, apply relevant data to develop detailed, actionable plans for consolidation, relinquishment, relocation and/or restacking of office space
  • Engage with agency partners to identify space needs and operational requirements as directed
  • Assist in the development of the capital and expense Rough Order of Magnitude budgets.
  • Review and assist in the development of test fits and scopes of work (or review the work of the Tenant Representative’s Consultants).
  • Assist with outreach to client agencies and teams across RES to compile relevant information about lease agreements, capital investment needs, and utilization of City-owned and leased properties relevant to assignments – including identification of Lease clauses and requirements for reimbursable construction.
  • Serve as support for the management of Space Needs as needed and as a liaison between DCAS RES and IT on the development of the ACRES platform with the Space Management Director and team.
  • Develop “stay vs. go” cost analysis with the input and oversight of team members.
  • Develop estimates for cost savings resulting from the proposed project.
  • Coordination with Leasing, D&PM and OMB to ensure financial project needs are understood to facilitate approvals from respective Task Forces.
  • Intra-agency coordination for project related matters as needed, including, but not limited to MOU agreements, Space Assignment Packages and Reassignment Abstracts for review and approval by OMB and Tenant Agencies including detailed breakdowns of RSF, rent costs, OpEx, utilities, and other Lease expenses.
  • Obtain and disseminate Space Reassignment approvals to partner RES units and other DCAS LOS for coordination of project execution, including coordination of appropriate budget structures for rent payments and construction reimbursements.
  • Communicate with Landlords, draft and develop reassignment letters to support billing scenarios developed with and approved by RES Budget and DCAS FBM. Assist in development of support documentation required to register Lease budgets and constructions funds with the NYC Comptroller.
