About The Position

Lynch Consultants is seeking a Workforce Integration Manager to support the Department of Navy in the National Capital Region. The Manager will lead a team delivering strategic workforce analysis, communications planning, and stakeholder engagement for Department of the Navy initiatives. This role requires strong leadership skills, federal or DoD experience, and the ability to translate complex priorities into actionable strategies. The ideal candidate brings both strategic insight and hands-on execution experience, with a proven ability to coordinate across diverse stakeholders.

Requirements

  • MUST have U.S. Citizenship to support our federal clients.
  • MUST have an interim Secret or an active Secret Clearance.
  • MUST have Bachelor’s degree in communications, business, public policy, or related field.
  • MUST have 9+ years of professional experience in workforce planning, communications, program management, stakeholder engagement, or related areas.
  • MUST have proven experience supporting federal or defense-sector clients.
  • MUST have demonstrated experience managing teams or leading project workstreams.
  • MUST have a strong project management and organizational skills.
  • MUST have the ability to develop strategies and translate them into actionable deliverables.
  • MUST have excellent communication, writing, and editing skills.
  • MUST have strong analytical skills, including data interpretation and reporting.
  • MUST have advanced proficiency in Excel.

Nice To Haves

  • Experience with DoD or OASN (FM&C) programs, policies, or processes.
  • Background in workforce analytics, change management, or communications strategy.
  • Experience with digital engagement tools, content governance, or analytics platforms.
  • Familiarity with accessibility, Section 508 compliance, and federal standards.

Responsibilities

  • Lead workforce or communications strategy development supporting senior Navy leadership.
  • Manage a team delivering analysis, communications, and engagement products.
  • Oversee strategic communication plans, content development, and approval workflows.
  • Provide data-driven insights to inform workforce decisions and senior leadership briefings.
  • Coordinate stakeholder engagement, events, and internal/external communications.
  • Develop digital content strategies and analyze engagement metrics (e.g., LinkedIn, newsletters, web).
  • Ensure compliance with federal communication standards, accessibility, and governance.
  • Build and maintain strong relationships with government clients and cross-functional partners.
  • Strategic communications planning and execution.
  • Writing and editing for newsletters, websites, and digital platforms.
  • Stakeholder engagement and event support.
  • Content governance and compliance with federal communication standards.
