About The Position

WIL is seeking a Workforce Development Program Manager to lead disaster-relief jobs and reemployment services for workers dislocated by natural disasters. This opportunity is part of WIL’s expert collaborator network and supports a competitive grant application; it is not a funded vacancy. No award has been made, and work or funding is not guaranteed. If an award proceeds and the staffing model calls for it, WIL may offer a project-based contract or consulting engagement. WIL will ask for authorization before naming the candidate or including their resume in a proposal. The role is remote within the United States, with travel to affected areas as needed.

  • Knowledge of the public workforce system (WIOA).
  • Experience coordinating with emergency management or recovery agencies.

  • Comfortable working as a project-based contract collaborator; remote within the United States with travel to affected areas as needed.

Nice To Haves

  • Workforce board leadership experience.
  • Prior federal disaster or dislocated-worker grant experience.
  • Disaster case management or recovery program experience.

Responsibilities

  • Lead the design of temporary disaster-relief employment and reemployment services.
  • Coordinate with workforce boards, emergency management agencies, and employers.
  • Plan training and career services for dislocated workers.
  • Set up participant eligibility, worksite agreements, and supervision.
  • Track enrollment, placement, and recovery outcomes.
  • Contribute qualifications and past-performance narrative to WIL proposals when authorized to be named.
