About The Position

The primary purpose of this position is to lead the work of three or more journeyman Wood Workers, Motor Vehicle Operators, and/or Materials Handlers. The leader performs technical supervisory duties, communicates organizational plans and values, and aligns team goals, work plans, products, and services with them. The position involves operating forklifts, building and repairing custom wooden supply, storage, and shipping containers, and securing a wide range of freight in containers and conveyances. The work includes specialized packing and preservation, blocking and bracing, and handling hazardous cargo. The employee assesses materials’ physical condition, quantity, size, and specialized handling or storage needs, and packs and certifies hazardous cargo in accordance with federal regulations.

Requirements

U.S. citizenship.
Meet the OPM Qualification Standard for the WG-4600 Wood Work Family and the position’s screen-out element; demonstrate the required quality of knowledge and skill through experience and training. No specific length of experience is required for most blue-collar positions.
Knowledge of packing, preserving, storing, blocking and bracing, and conveying hazardous materials; and of custom/special woods, wood substitutes, and plastics used to construct containers and perform blocking and bracing.
Knowledge of arithmetic for calculating lengths, widths, and weights.
Knowledge of safety regulations, practices, and procedures.
Skill in woodworking, measuring and laying out custom container designs, blocking and bracing cargo, developing fabrication plans for special devices, and performing specialized packing and preservation.
Skill in using and maintaining tools and equipment such as hammers, hand and power saws, pneumatic nailers or staplers, heat-sealing and vacuum equipment, woodworking machines, forklifts, and motor vehicles.
Ability to read and follow specifications, instructions, sketches, illustrations, and blueprints.
Ability to inspire, motivate, coach, mentor, and guide team members; adapt leadership style to different situations; and model honesty, integrity, trust, openness, and respect.
May be required to have an appropriate valid driver's license, certifications for hazardous-material work or special equipment, and licenses or authorizations for assigned equipment.
Must be able to obtain and maintain an appropriate security clearance.
Subject to pre-employment and random drug testing.
Must meet the position’s Lautenberg Amendment restriction: a person convicted of a qualifying crime of domestic violence may not perform the duties.
Males must be registered for Selective Service.
May be required to work evenings, weekends, or holidays, respond to emergency call-backs, and work overtime.

Responsibilities

Lead and perform technical supervisory work for three or more journeyman Wood Workers, Motor Vehicle Operators, and/or Materials Handlers.
Communicate the organization's strategic plan, mission, vision, and values, and integrate these into team strategies, goals, objectives, work plans, products, and services.
Operate electric, LPG, or diesel-powered forklifts capable of lifting loads under 10,000 pounds to heights of up to 168 inches.
Make and repair custom wooden supply, storage, and shipping containers, including boxes and crates, using complex plans and procedures.
Secure freight—including heavy, unbalanced, unusual, sensitive, and hazardous cargo—in containers and on or inside ships, aircraft, vans, rail cars, and barges.
Perform standard and specialized preservation and packing, using protective cushioning and bracing techniques to ensure safe, damage-free movement.
Pack and certify hazardous cargo in accordance with federal regulations.
Assess materials’ physical condition, quantity, size, and specialized handling or storage requirements.
Train and guide lower-graded employees.
