About The Position

Goddard Riverside is a well-established Manhattan community-based agency with an annual operating budget of approximately $ 50 million. Goddard Riverside is one of New York City’s leading human service organizations meeting the basic needs of children, youth and families, homeless people, and older adults across Manhattan and New York City. The WIOA Program Manager is responsible for the overall management, performance, and compliance of Workforce Innovation and Opportunity Act (WIOA)-funded programs. This role oversees program operations, staff supervision, data integrity, and performance outcomes, ensuring alignment with funder requirements and organizational goals.

Requirements

  • Bachelor’s degree in social work, youth development, or education or related field
  • Minimum of 2 years of working with adolescents, young adults or adults
  • Strong understanding of adult learning theory and positive youth development practices
  • Proficiency in Microsoft Office (Word, Excel, Outlook)
  • Strong organizational, time management, and communication skills
  • Ability to manage multiple priorities while maintaining accuracy and attention to detail
  • Experience facilitating group activities or youth programming.
  • Ability to manage group dynamics and implement positive behavior support strategies.
  • Cultural competency and experience working with diverse youth populations.
  • Enthusiasm for mentoring and supporting teen development.
  • Basic understanding of word processors (Microsoft Word, Google Docs)
  • Ability to stand, walk, and move around the classroom for extended periods during instruction
  • Ability to sit for prolonged periods while completing administrative tasks, including data entry and reporting
  • Frequent use of a computer, including typing, viewing screens, and navigating data systems
  • Ability to lift and carry instructional materials and supplies (up to approximately 15–20 pounds)

Nice To Haves

  • Master’s degree in social work, youth development, or education
  • Experience working with out-of-school youth and/or adult learners in a workforce development or community-based setting
  • Experience with program compliance, data audits, and performance reporting
  • Familiarity with workforce development programs and funder requirements (WIOA)
  • Bilingual (Spanish or other languages relevant to the community served)
  • Experience with student assessment tools (e.g., TABE) and data-driven instruction

Responsibilities

  • Program Oversight & Implementation
  • Oversee day-to-day operations of WIOA-funded programs
  • Develop and implement workflows, policies, and procedures
  • Monitor enrollment, service delivery, and participant flow
  • Ensure all program components are executed with fidelity
  • Monitor case management practices, supporting the supervision of case managers and social work interns that support program delivery and addresses participant barriers
  • Support budget management and report submissions
  • Participate in planning and improvement efforts
  • Support staff in understanding data expectations, systems, and best practices for documentation
  • Ensure high-quality participant service delivery
  • Performance Management & Outcomes
  • Track program performance metrics (enrollment, MSGs, credentials, placements, retention)
  • Analyze data to identify trends and gaps
  • Implement strategies to improve performance
  • Prepare performance reports
  • Compliance & Data Oversight
  • Serve as the point person for instructional data quality and reporting compliance
  • Monitor and support adherence to funder requirements related to documentation, assessments, and outcomes
  • Collaborate with program leadership to prepare monthly reports and performance updates
  • Conduct routine internal audits of instructional and student data to identify gaps and implement corrective actions
  • Support staff in understanding data expectations, systems, and best practices for documentation
  • Serve as point of contact for audits
  • Staff Supervision & Development
  • Supervise and evaluate program staff, providing coaching and feedback
  • Support hiring and onboarding
  • Participate in staff meetings, professional development, and coaching sessions to continuously improve instructional quality
  • Collaborate with case manager(s) and support staff to address student academic and socio-emotional needs
  • Contribute to curriculum development and continuous program improvement efforts
  • Foster an inclusive environment that respects and values individuals from diverse backgrounds
  • Leadership and Collaboration
  • Participate in staff meetings and 14 hours of mandatory RAEN-Led professional development trainings.
  • Collaborate with program staff to ensure high-quality programming and a positive participant experience.
  • Build employer and community partnerships, collaborate with workforce system partners
  • Support participants with post-secondary opportunity attainment
  • Administrative & Additional Responsibilities
  • Maintain confidentiality of student information, including educational, social, and emotional records
  • Utilize Microsoft Office and data systems effectively to support instruction and reporting
  • Ensure compliance with all health, safety, and organizational protocols
  • Perform additional duties as assigned by program leadership
