About The Position

Works under the general direction of the Texas WIC Director. Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning for the WIC Program Services area. Work involves establishing overall plans, setting goals and objectives, and streamlining processes pertaining to grant and contract management and monitoring for the WIC Program. The position oversees the development of policies, procedures, and guidelines to accomplish grant and contract goals and objectives. This includes establishing contract/grant management priorities, standards, and compliance analysis tools for determining progress in meeting goals; coordinating and evaluating activities and business functions pertaining to contracts and grants; and ensuring compliance with all reporting and approval processes for HHSC and federal partners. This position works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position supervises the work of others. Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned.

Requirements

  • Knowledge of State procurement and contract laws including the State of Texas Procurement and Contract Guide.
  • Knowledge of program planning and implementation.
  • Knowledge of acceptable communication standards, tools, and methods.
  • Knowledge of local, state and federal statutes and regulations relating to federal grant programs.
  • Skill in developing contracts, in problem resolution, and in the use of applicable software including MS Word and Excel.
  • Skill in developing procedures, templates and processes.
  • Skill in providing customer service excellence.
  • Skill in communication, both written and verbal, including public speaking.
  • Skill in strategic planning, financial and contract management, and project management.
  • Ability to interpret technical reports, data trends, and contract language.

  • Requires current or within 6 months of hire specialized certification as a Certified Texas Contract Manager (CTCM).
  • Three years of experience in Contract Management of subrecipient contracts is required.
  • Three years of experience training and providing technical assistance to grantees/subreceipents is required.
  • Two years experience must include setting monitoring standards and overseeing monitoring activities of subrecipients who were contractually obligated to compy with 2 CFR 200.
  • Two years of experience managing staff is required.

Nice To Haves

  • Graduation from an accredited four-year college or university with major coursework in government, business/public administration, or a related field is generally preferred.
  • Experience with bill analysis is preferred.

Responsibilities

  • Manages and develops staff in contract management.
  • Develops and implements techniques for evaluating and monitoring grant and contract activities and/or associated functions within the division, including preparing management reports.
  • Develops and establishes goals and objectives.
  • Develops contract initiation, execution, management and monitoring policies, procedures, and guidelines; and implements and monitors compliance for these including all applicable HHSC policies.
  • Oversees and approves the planning and development of procurement and monitoring plans for each fiscal year for WIC contracts housed within Program Services.
  • Maintains proactive and professional communication with all internal and external stakeholders.
  • Utilizes advanced communication skills to convey complex contract information to diverse audiences.
  • Represents WIC in planning sessions, committees, and work groups.
  • Leads the development of training to provide information and support to grantees and contractors.
  • Ensures the program services contract team maintains accurate and up-to-date contract records in SCOR (contract system of record) and CAPPS Financial (financial system of record).
  • Ensures completion of thorough reviews of contract documentation in accordance with the contract management handbook.
  • Develops and maintains record keeping and oversight procedures for WIC.
  • Oversees team members ensuring the timely purchase of WIC administrative purchases, work orders, and other purchases associated with Administering the WIC program.
  • Oversees the WIC purchase request process.
  • Ensures though tracking and management support the timely requisition entry and accuracy of the resulting PO/Works Orders.
  • Supports bill analysis during legislative sessions, supports WIC strategic planning efforts and alignment with identified goals.
  • Supports projects or initiatives requiring cross-area coordination within WIC.
  • Serves as the lead area for coordinating responses to all contract-related internal audits and singles audits.
  • May serve as a lead area for management evaluations conducted by federal funders.
