About The Position

The NGO Co-Coordinator provides high-level strategic, technical, and operational leadership to the National WaSH Sector under the Lebanon Response Plan (LRP). The role ensures coherent, evidence-based, and accountable coordination of humanitarian, stabilization, resilience, and transition-focused WaSH interventions at national and sub-national levels. Beyond the standard Co-Coordinator responsibilities, the position delivers advanced functions related to policy engagement, pooled fund (LHF) management support, inter-sector advocacy, partner capacity strengthening, conflict-sensitive planning, and national systems alignment. The Co-Coordinator acts as a trusted advisor to the Sector Lead, Humanitarian Coordinator (HC), donors, and Government institutions, while representing NGOs impartially and safeguarding humanitarian principles.

Requirements

Five to seven years of technical expertise in the areas of WASH, Sanitation, etc. in a similar role.
Three years or more NGO experience in the humanitarian and development fields respectively.
At least two years of experience in coordination roles at sector level including participation in inter‑sector coordination mechanisms such as ISCGs, OCGs, or equivalent coordination platforms.
Strong understanding of concepts and practice in Energy, Water quality, Sanitation, Environment, Waste management, etc.
Strong understanding of the Humanitarian and Development fields.
Creative and able to come up with, embrace and coordinate innovative thinking, partnership building and problem solving skills.
Good analytical and writing skills.
Good interpersonal skills and cross-cultural sensitivity.
Strong networking.
Able to work on multifunctional tasks in the pressure of time and organizational changes.
Proven experience in WASH in Emergency settings.
Bachelor’s degree in any area related to Energy and Water Management, Water and Hydraulics, Civil Engineering, etc.
Strong computer skills including Word, Excel, PowerPoint.
Valid driving license (in Lebanon) for more than 2 years is required.
The position requires travel within the country when needed.
The position requires ability and willingness to continue to function during a crisis, including during a World Vision response to a manmade or natural disaster.
Excellent written English, with fluency in speaking Arabic and English.

Responsibilities

Co-chair national WaSH Sector Working Group meetings, ensuring inclusive, structured and action-oriented coordination.
Strengthen sub-national coordination through regular engagement with regional partners, municipalities, Water Establishments (WEs) and field-level coordination bodies.
Support the organization and facilitation of regional and OCG‑linked coordination meetings.
Ensure timely preparation and dissemination of agendas, minutes, action points and follow‑up.
Conduct outreach to international, national and local NGOs and relevant authorities to ensure balanced participation, localization and implementation of sector transition strategy.
Periodically review and adapt coordination structures based on partner feedback, operational needs and transition benchmarks.
Co‑lead the activation, guidance and closure of Technical Groups (TGs) and Task Forces (TFs).
Represent the WaSH sector in different platforms including ISCG, Government Operation Room, Global WaSH Cluster, HCT, among others.
Co‑lead development and revision of the LRP WaSH sector strategy, logical framework, indicators and targets.
Co‑lead development and revision of the Lebanon Humanitarian Fund (LHF), CERF, and monitor partner implementation and progress.
Coordinate and contribute to joint sector and inter‑sector assessments, including engagement with the Joint Analysis Unit.
Promote the use of harmonized assessment tools and aligned M&E methodologies.
Consolidate and communicate key sector trends, needs, gaps and risks to inform prioritization and decision‑making.
Review partner assessments and analyses to ensure alignment with sector priorities and national frameworks.
Co‑draft sector guidance, SOPs, technical standards, MoUs and targeting frameworks, ensuring Core Group endorsement.
Develop Emergency Preparedness and Response Coordination Advocacy, Communication and Resource Mobilization Support.
Identify systemic and operational issues affecting the WaSH response.
Consolidate partner and core group inputs into clear, evidence‑based advocacy messages for HCT, donors and government counterparts.
Provide inputs to donor briefings, sector updates and analytical products.
Highlight funding gaps and prioritization needs for LHF, CERF and bilateral funding.
Support production and dissemination of sector communication tools.
Facilitate integration of WaSH priorities into Protection, Health, Shelter, Food Security, Education, Energy and Social Stability strategies.
Ensure sector plans and tools mainstream Protection, GBV risk mitigation, AAP, PSEA, conflict sensitivity, environmental sustainability and inclusion of persons with disabilities.
Promote community engagement and feedback mechanisms and ensure responses inform sector adjustments.
