About The Position

Plans and oversees the execution and activation of highly complex primary care, multi-specialty ambulatory sites. Drives the strategic, programmatic, and operational planning process to support Parkland Health’s strategic and primary care plan. Develops site’s operational plans and systems, as well as effective and efficient organizational structures that result in optimal service delivery and achievement of identified strategies. Maintains and updates critical metrics for executive leadership review. Prioritizes, proposes, and oversees the site’s operational initiatives and system changes based on analysis of current strategies and organizational goals. Evaluates the effectiveness of and monitor the implementation and enforcement of policies, best practices, and procedures to maximize customer and patient experience, efficiency, and effectiveness while surpassing identified standards and benchmarks. Leads and manages activation, to include maintenance of a strategic plan for outpatient services.

Requirements

  • Must have a Master’s degree in Nursing, Master’s Business Administration, Master’s Health Administration or related field.
  • Must have eight (8) years of ambulatory care experience to include five (5) years of management experience.
  • Effective verbal and written communication skills in working with a diverse population of physicians, nurses, support staff, ancillary staff, community partners and governing bodies.
  • Proven ability to develop and manage project plans and to communicate needs of plan/budget to key players and senior management.
  • Strong negotiation skills, with the ability to find collaborative and positive outcomes.
  • Demonstrate knowledge and skill in resource management, including budget and personnel practices.
  • Ability to think critically and logically, evaluate all aspects of situations and problems, and lead change management to arrive at optimal solutions.
  • Skill in establishing and maintaining effective working relationships with employees, policy-making bodies, third-party payers, patients, community, and governing bodies.
  • Understand health inequities and social determinants of health.
  • Demonstrate knowledge of Parkland Health policies, structure, procedures, and mission.
  • Demonstrate patient-centered/patient-valued behaviors.

Nice To Haves

  • Prefer ambulatory and/or physician practice management experience.
  • Prefer three (3) years of experience working in an urban healthcare system.

Responsibilities

  • Oversee the development of the annual budget, incorporating Parkland Health and division goals. Periodically analyzes revenue and losses, revising budget, staffing, or other practices to accommodate cost-effective findings. Ensure informed use of division resources through clear policies, including equipment, supplies, training practices, and service utilization. Investigate, evaluate, and implement cost management expertise from diverse sources such as multidisciplinary committees, articles, journals, other hospitals, vendors, senior management, nursing, and medical staff. Administer the operating, capital, and payroll budgets to ensure that the division has the necessary funds to carry out the goals and objectives that have been established for the division.
  • Participate in leader selection, including providing input in the evaluating of leaders to ensure maximum performance and optimal service to internal and external customers.
  • Act as a resource for leaders, patients/families, administration, other departments, and employees. Provide reports for senior administrative, delegate tasks in response to directives promptly and appropriately, and demonstrate responsiveness to innovation and cross-discipline expertise.
  • Plans and executes ongoing strategic initiatives and planning for all primary care, operations.
  • Develop and implement strategies to improve clinic services and patient access based upon community needs assessments, social determinants of health, and health inequities.
  • Evaluate division productivity and provide recommendations for improvement.
  • Participate in innovative projects; generate/identify new opportunities for enhancing revenue; streamline operations to support clinical staff in delivering safe and effective care.
  • Maintain a positive working relationship with executive/senior management, vendors, other hospitals, and leaders, ensuring effective division operations. Serve on system-wide interdisciplinary committees as assigned.
  • Oversee the supervision of Primary Care facilities to ensure cleanliness, functionality and safety of all properties, and compliance with all mandated safety requirements.
  • Ensure proper patient processing and billing functions are carried out effectively, efficiently, and in compliance with all regulatory billing requirements, to include effective collection of insurance and patient receivables.
  • Support cross-functional projects and initiatives through the development of key milestones, project plans and policy development. Responsible for organizing, distributing, and managing agendas, deliverables, action plans, project plans, and various other tools.
  • Accountable for managing action items and processes required to see projects through by engaging multiple teams.
  • Monitor practice performance; review and approve monthly financials. Manage monthly financial and operational reviews with the Senior Vice President of Operations and site triad leadership.
  • Assist the marketing department to ensure practices have market presence, proper branding, and the opportunity to increase patient access.
  • Provide review and assistance of contract management of employed physicians, partnered hospitals, community organizations, vendors, and third-party payers.
  • Monitor employee satisfaction, turnover, employee initiatives, participation in quality improvement and other activities to ensure that department and employee goals are attained.
  • Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
  • Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
  • Maintains knowledge of applicable rules, regulations, policies, laws and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
  • Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
  • Develops, implements, monitors, and revises annual goals and objectives for the department that supports the missions and objectives of Parkland.
  • Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
