About The Position

Operational Risk Management (ORM) works as an independent team, in partnership with the businesses and corporate functions of TD Bank Group, to further the understanding and management of operational risk across the Enterprise. TD Securities ORM is part of the 2nd line and provides independent operational risk management oversight of TD Securities. We partner with the 1st line of defense in identifying, reporting, and mitigating operational risk issues and are the subject matter experts on the operational risk framework and business risks/processes/controls. The group executes 2A accountabilities in support of the three lines of defense framework with a mandate to enable business growth, within risk appetite through a culture of effective challenge and continuous improvement. This role provides independent Second Line oversight and credible challenge across operational risk management activities within TD Securities, with a focus on complex, high-impact business, governance, and change initiatives. The role requires strong collaboration across business lines and control functions, with accountability for identifying emerging risks, challenging risk assessments, and supporting robust governance outcomes. Requirements

  • 5+ years of experience in Operational Risk Management, risk governance, audit, or related disciplines
  • Strong understanding of operational risk frameworks, including risk identification, assessment, and issue management
  • Knowledge of banking or capital markets environment preferred
  • Strong executive communication and relationship management skills, with the ability to influence senior stakeholders and provide effective challenge across a matrixed environment.
  • Intermediate knowledge of, or exposure to, Copilot and Generative AI tools, with the ability to leverage them to enhance productivity, support analysis, and identify associated operational risk, governance, and control considerations.
  • 4 year degree in quantitative or financial field or equivalent experience
  • 7 - 10 years related analytical experience
  • Must be detail oriented and possess problem-solving skills
  • Must be able to work independently with minimal supervision and establish priorities
  • Proficient in interpersonal communication (both oral and written), and have the ability to communicate effectively with all levels of staff and management

Responsibilities

  • Provide independent Second Line oversight and effective challenge of First Line risk activities, including risk assessments, control effectiveness, and remediation plans; identify and escalate material risks, control gaps, and governance weaknesses.
  • Lead oversight and continuous enhancement of key ORM programs, including Issues Management, Operational Resiliency, and Change Risk Assessments (CRA), ensuring alignment to the ORM Framework and regulatory expectations
  • Provide effective oversight and credible challenge on strategic initiatives, new business activity, and significant change programs, and influence governance outcomes through clear, risk-informed insights and escalation where appropriate.
  • Build strong partnerships across business and control functions; deliver clear, credible risk guidance, promote ORM frameworks and risk appetite, and support a strong risk culture
  • Serves as a point-person and provides oversight in regards to market risk control for trading desks in the Region
  • Assists in the identification of all key market risks and determine appropriate risk metrics to assess these risks
  • Maintains thorough understanding of all key risk and risk-related issues through continual review of risk reports/related data and dialogue with relevant parties
  • Establishes dialogue with TDS trading desks in regards to current positions, key risks, views and strategies
  • Assists in the establishment of formal market risk policies and procedures and ensure ongoing suitability to business evolution
  • Assists with local market risk regulatory issues
  • Develops a thorough understanding of business strategies and key factors contributing to profitability
  • Be involved in P&L attribution and periodic performance analysis with commentary linking the desks performance to specific trading strategies, positions, market conditions and underlying risks
  • Facilitates the design of appropriate stress tests and scenarios that will highlight key market risks, in specific business lines and in the firm as a whole, under stress situations and provide ongoing commentary on stress results
  • Provides periodic analysis and commentary of key market risks for senior management review
  • Keeps abreast of new risk management techniques and industry literature
  • Demonstrates governance, control and risk management behaviors in alignment with TD policies and practices
  • Ensures that execution of the Market Risk Control function is line with documented procedures specific to this role or business
