About The Position

The Children’s Center of Hamden is seeking a strategic and experienced Vice President of Human Resources to lead and oversee all aspects of human resources operations across the agency. In this executive role, you will guide HR strategy, ensure compliance with employment laws, and foster a culture of equity, collaboration, and accountability. You will serve as a trusted advisor to senior leadership, lead labor relations efforts, and ensure HR practices align with the agency’s mission and the needs of the diverse populations we serve. Requirements

  • Bachelor’s degree in Human Resources, Public Administration, or related field required; Master’s degree preferred.
  • Minimum of 5 years of progressive experience in Human Resources, behavioral health, or related administrative leadership roles.
  • Strong knowledge of employment laws, HR compliance, and organizational policy development.
  • Proven leadership experience supervising HR teams and managing complex personnel matters.
  • Excellent communication, leadership, and strategic decision-making skills.

Nice To Haves

  • Professional Human Resources Certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR) strongly preferred.
  • Experience in children’s behavioral health services strongly preferred.
  • Proficiency in ADP Workforce Now and Workforce Manager highly preferred.
  • Prior experience in a unionized (bargaining unit) environment preferred.

Responsibilities

  • Provide strategic leadership and oversight of all human resources functions across the agency.
  • Supervise the Director of Human Resources and ensure effective management of hiring, onboarding, benefits, compliance, and employee relations.
  • Serve as the agency’s subject matter expert on HR laws, regulations, and best practices, consulting legal and external experts as needed.
  • Lead the development, implementation, and evaluation of HR policies and procedures.
  • Advise senior leadership on personnel matters, workforce planning, and organizational strategy.
  • Oversee labor relations, including union contract administration, negotiations, and grievance processes.
  • Ensure all personnel actions (hiring, promotions, transfers, compensation changes) align with budget and policy guidelines.
  • Monitor HR-related expenditures to ensure alignment with approved budgets.
  • Promote a culture of equity, inclusion, and cultural responsiveness across all HR practices and trainings.
  • Perform other duties as assigned to support organizational success.
