About The Position

Terrestrial Energy is a US developer of advanced, Generation IV nuclear reactors, specifically the Integral Molten Salt Reactor (IMSR) small modular nuclear plant. The company has recently completed a merger, creating a publicly listed operating company (NASDAQ “IMSR”), to secure capital for its growth phase. With current government and industry interest in Small Modular Reactor (SMR) and advanced reactor technologies, there is a significant opportunity to participate in the company’s growth business plan. Terrestrial Energy is building a team of high-performing professionals in engineering, R&D, product management, and business development at its Charlotte, North Carolina headquarters. Requirements

  • Bachelor’s degree in engineering or science from an accredited university.
  • Minimum 15 years of professional experience in nuclear licensing or regulatory affairs.
  • Extensive direct interaction with the U.S. Nuclear Regulatory Commission.
  • In-depth knowledge of 10 CFR Part 50 and Part 52 licensing frameworks.
  • Demonstrated leadership of complex nuclear licensing programs.
  • Experience managing licensing teams and coordinating multidisciplinary regulatory efforts.
  • Strong technical understanding of nuclear reactor systems and safety analysis.
  • Exceptional technical writing skills for regulatory submissions.
  • Excellent interpersonal, communication, and leadership skills.
  • Ability to operate effectively at the executive leadership and Board level.
  • Strong external engagement capability with regulators, customers, and partners.
  • Ability to manage multiple complex licensing programs simultaneously.
  • Strategic mindset aligned with corporate growth and commercialization objectives.
  • Strong organizational discipline and attention to detail.
  • Must be legally authorized to work in the US without the need for sponsorship for employment visa status.
  • Must be able to access and use information subject to U.S. Export Control Laws, which mandate all citizenships (including dual citizenships) be from the U.S. Department of Energy’s List of Generally Authorized Countries (10 CFR Part 810 Appendix A) unless a specific authorization from the U.S. Department of Energy is obtained or unless you are a U.S. citizen, U.S. national, U.S. permanent resident, or protected individual under the U.S. Immigration and Naturalization Act (8 U.S.C. 1324b(a)(3)).

Responsibilities

  • Lead and execute the Company’s overall U.S. nuclear licensing and regulatory strategy for IMSR deployment.
  • Serve as the primary executive interface with the U.S. Nuclear Regulatory Commission.
  • Develop licensing strategies under 10 CFR Part 50 and 10 CFR Part 52 regulatory frameworks.
  • Lead regulatory strategy development for advanced reactor licensing and long‑term risk mitigation.
  • Monitor regulatory trends and proactively adapt strategies to evolving NRC requirements and rulemaking.
  • Direct preparation and submission of licensing applications, including Construction Permits, Combined License Applications (COLAs), and Early Site Permits (ESPs).
  • Oversee preparation of Preliminary and Final Safety Analysis Reports (PSAR/FSAR) and related licensing documentation.
  • Lead preparation, review, and submittal of licensing topical reports.
  • Direct responses to NRC Requests for Additional Information (RAIs).
  • Maintain compliance with all applicable federal, state, and local nuclear safety regulations.
  • Coordinate regulatory workstreams across engineering, safety analysis, fuel, and plant design teams.
  • Provide regulatory guidance on licensing implications of design changes and project decisions.
  • Align regulatory strategy with Company commercial development objectives.
  • Support customer project development and site-specific licensing strategies.
  • Represent the Company in NRC meetings, technical exchanges, audits, and public licensing activities.
  • Support development of regulatory content for project proposals and strategic initiatives.
  • Work closely with the Vice President of Government Relations to align regulatory and policy efforts.
  • Engage with industry organizations, partners, and government programs supporting advanced nuclear deployment.
  • Lead and manage internal licensing teams, contractors, and external regulatory advisors.
  • Develop and implement internal regulatory training programs.
  • Build a disciplined, high‑performing regulatory organization capable of supporting multiple licensing programs.
