About The Position

In partnership with the Licensing Strategist, Vice President (VP) of Manufacturing, and VP of Engineering, the Head of Licensing and Regulatory Affairs leads the implementation of AMPERA's licensing strategy and regulatory, policy, and external engagement framework. This leader serves as AMPERA's senior interface with federal agencies, international regulators, and industry coalitions to ensure efficient and effective execution of the licensing strategy. The Head of Licensing and Regulatory Affairs initiates, cultivates, and maintains strong relationships across AMPERA and with regulatory entities to position AMPERA as the exemplar for nuclear licensing and oversight process modernization and to ensure the consistency of regulatory, policy, and external communications across the company.

Requirements

  • 10+ years of experience in nuclear licensing, regulatory compliance, or safety analysis.
  • Proven track record leading and managing licensing activities for nuclear reactors, fuel cycle facilities, or adjacent technologies.
  • In-depth understanding of 10 CFR Parts 30, 40, 50, 52, 53, 70, 71, 72, and 73 or comparable frameworks, e.g., Department of Energy (DOE) safety review and authorization.
  • Knowledge of legislative frameworks that influence licensing such as NEIMA and the ADVANCE Act.
  • Excellent written and verbal communication skills.
  • Experience in the development, review, and submission of technical documentation and government correspondence.
  • Strong leadership, organizational, and stakeholder management skills.

Responsibilities

  • Lead a team of licensing managers and engineers to implement AMPERA's domestic and international regulatory licensing strategies.
  • Collaborate with the Licensing Strategist and VPs of Manufacturing and Engineering to provide strategic guidance regarding regulatory risk, statutory interpretations, policy trends, and rulemaking impacts on AMPERA's business model.
  • Ensure AMPERA leverages regulatory tools such as comment periods, topical reports, rulemaking and associated guidance comment periods, hearings, and public meetings to accelerate and/or maintain licensing timelines.
  • Develop and submit formal comment letters, topical reports, and testimony to Federal agencies or legislative bodies on behalf of AMPERA.
  • Collaborate with General Counsel to assess regulatory risk, statutory authority, and precedent affecting advanced reactor licensing and to prepare supporting licensing documentation.
  • Serve as AMPERA's spokesperson and policy liaison in key industry forums such as the Nuclear Energy Institute (NEI), US Nuclear Industry Council (USNIC), Advanced Reactor Codes and Standards Collaborative (ARCSC), American Nuclear Society (ANS), World Nuclear Association (WNA), and similar organizations.
  • Advise on enterprise communications, risk management, and regulatory messaging for investors, partners, and government agencies.
  • Foster a culture of excellence, accountability, innovation, and modernization in regulatory and policy interactions.
  • Mentor staff in regulatory, licensing, and policy functions to strengthen AMPERA's internal capabilities.
  • Uphold AMPERA's values and core beliefs in all engagements with regulators, policymakers, and stakeholders.
  • Cultivate public confidence and reputational credibility of AMPERA as a safe and transparent reactor developer and operator.
