About The Position

The Vice President of Information Technology serves as the enterprise-wide technology leader for Elevation Senior Services (ESS), providing strategic direction and operational oversight across both divisions—Rocky Mountain PACE (RM PACE) and Bethesda Senior Living Communities (Bethesda). This role is responsible for building and executing a comprehensive IT strategy that supports clinical operations, administrative infrastructure, and the unique regulatory environment of a PACE program alongside a multi-site senior living portfolio. As a member of the Executive Leadership Team, the VP of IT plays a central role in developing and implementing the organization’s technology strategy, partnering with other senior leaders to evaluate, pilot, and adopt artificial intelligence (AI) tools, industry-standard technology and processes, and other solutions to improve care delivery, operational efficiency, and workforce effectiveness. This position champions a people-first technology culture and drives results through engaged team leadership at all levels of the IT department.

Requirements

  • Bachelor’s degree in Information Technology, Computer Science, Information Systems, or a related field required.
  • Master’s degree in Business Administration, Health Informatics, or a related discipline strongly preferred.
  • Minimum of ten (10) years of progressive information technology experience, with at least five (5) years in a senior leadership role at the Director level or above.
  • Experience in healthcare, PACE programs, or senior living organizations strongly preferred.
  • Demonstrated understanding of clinical IT environments, EHR/EMR platforms, and applicable regulatory requirements (HIPAA, CMS).
  • Demonstrated experience developing or overseeing AI strategy and implementation in an organizational setting preferred.
  • Relevant professional certifications a plus.
  • Comprehensive knowledge of IT systems design, infrastructure management, network architecture, cybersecurity frameworks, and help desk operations in a multi-site environment.
  • Demonstrated ability to lead and develop people at multiple levels of an organization, including director-level leaders.
  • Proven skill in driving results through team efforts rather than individual contribution alone.
  • Strong strategic thinking and long-range planning skills, with the ability to balance short-term operational demands and long-term systems capability development across a growing organization.
  • Ability to translate complex technology concepts into clear, accessible language for clinical, administrative, and executive audiences.
  • Strong financial acumen and ability to develop and manage IT budgets, evaluate ROI of technology investments, and present business cases to executive leadership.
  • Excellent verbal, written, and interpersonal communication skills; demonstrated ability to build trust and credibility with clinical, operational, and executive stakeholders.

Responsibilities

  • Develop, communicate, and execute a multi-year IT strategic plan aligned with the growth goals of RM PACE and Bethesda, with clear short-term deliverables and long-term capability milestones for both divisions.
  • Serve as a member of the Executive Leadership Team, contributing technology perspective to enterprise planning, budgeting, program expansion, and organizational integration initiatives.
  • Establish and manage an annual IT operating and capital budget; report variances and forecast needs to the CLRO and CFO, ensuring technology investments align with organizational priorities.
  • Evaluate emerging technologies, including AI, automation, data analytics, and telehealth platforms, to identify opportunities that advance clinical and operational outcomes across both divisions.
  • Provide regular reporting to the CLRO as requested on IT performance, cybersecurity posture, and strategic project status.
  • Lead the development and ongoing execution of ESS’s organizational AI strategy, partnering with the CLRO, COO, CMO, CAO and other senior leaders to define use cases, evaluate solutions, and govern AI adoption across both divisions.
  • Identify, pilot, and oversee the implementation of AI-powered tools that improve care delivery, administrative efficiency, and workforce effectiveness for RM PACE and Bethesda Senior Living Communities.
  • Establish responsible AI governance policies, including data privacy standards, vendor vetting criteria, and staff training requirements associated with AI tool adoption.
  • Stay current on developments in AI technology relevant to healthcare, senior living, and human services environments, and regularly brief senior leadership on opportunities and risks.
  • Provide executive oversight of all ESS technology infrastructure and help desk operations through the Director of Technology Infrastructure, who directly supervises Network Engineers, Systems Engineers, and the IT Support Supervisor.
  • Establish performance expectations, service level standards, and operational priorities for the IT department.
  • Support the Director of Technology Infrastructure in meeting those standards through regular review, recognition, and ongoing professional development.
  • Ensure all network, server, cloud, and end-user support systems across RM PACE and Bethesda operating sites are reliable, secure, and scalable to meet current and anticipated organizational needs.
  • In partnership with operations, support EHR platform management, clinical system integrations, and data interoperability across PACE participant care teams and Bethesda resident care environments.
  • Oversee vendor and managed services relationships, contract negotiations, and service agreement accountability in partnership with the Director of Technology Infrastructure.
  • Directly supervise the Director of Technology Infrastructure.
  • Provide coaching, performance feedback, and professional development support to build department leadership capacity.
  • Champion a people-first culture within the IT department, driving results through team engagement, clear accountability structures, and a shared commitment to mission-driven service.
  • Lead workforce planning, hiring decisions, and succession planning for the IT department in partnership with Human Resources.
  • Model and reinforce ESS’s mission, values, and organizational culture within the IT department; foster a collaborative and solutions-oriented team environment at all levels.
  • Develop and maintain enterprise IT policies, procedures, and standards that address data privacy, cybersecurity, acceptable use, access control, and system governance across both divisions.
  • Ensure IT operations comply with all applicable regulatory frameworks, including HIPAA, CMS Conditions of Participation for PACE programs, and applicable state licensure requirements for senior living communities.
  • Participate in audits, compliance reviews, and risk assessments related to information systems.
  • Lead or direct remediation efforts as needed.
  • Communicate strategic recommendations regarding IT operations, implementation priorities, and security posture to the Chief Legal and Risk Officer and the senior leadership team.
  • Serve as the HIPAA Security Officer for the organization.
  • Represent ESS with professionalism and integrity in all interactions with internal stakeholders, vendors, regulatory bodies, and external partners.
  • Proactively research best practices and trends in healthcare IT, senior living technology, and artificial intelligence to keep ESS leadership informed and the organization competitively positioned.
  • Carry out other duties as assigned by the Chief Legal and Risk Officer.
