About The Position

Aleut Federal is seeking a Vice President of Federal Growth and Strategy to lead the growth organization for its Mission & Technology (M&T) group, which includes the Mission Services Group (MSG) and the Technology Services Group (TSG). This role supports the Department of War and federal civilian agencies with a revenue portfolio of approximately $160 million. As the senior growth executive for M&T, functioning as the chief growth officer, you will be responsible for the entire growth lifecycle, including market strategy, pipeline management, capture, proposal development, teaming, contract vehicle strategy, and solution investment. The primary objective is to build and maintain a qualified pipeline at 6x revenue (around $1 billion) and drive meaningful, repeatable year-over-year growth. You will lead an established team, including Business Development Directors, senior Business Development Associates, and M&T's solution architects, and will be expected to assess, develop, and organize this team for success. This is a hands-on leadership role where you will personally quarterback strategic pursuits, shape requirements with customers, develop win strategies, and defend bids. A strong emphasis is placed on leveraging Artificial Intelligence (AI) in the growth process, and you will be expected to use existing AI tools fluently and contribute to the development of new ones. The role also involves owning the guardrails for AI usage, including CUI and proprietary data handling, source verification, and ensuring the accuracy of customer-facing content.

Requirements

  • Active TS or TS/SCI clearance at time of hire.
  • 15+ years of federal business development, capture, and growth experience.
  • 8+ years of experience leading growth organizations with direct reports.
  • Demonstrated ownership of growth for a federal portfolio of comparable or greater scale, with a verifiable record of bookings against target and sustained year-over-year growth.
  • Breadth across the full growth lifecycle: market strategy, opportunity identification, call plans, capture, teaming, pricing strategy, proposal, and post-award transition.
  • Technology growth depth: a documented record of winning technology-centric work (cloud, data and AI, cybersecurity, software development, or enterprise IT modernization).
  • Fluent, hands-on use of AI in real growth work, with demonstrable impact on results.
  • Experience leading and developing senior business development professionals, including directors and senior individual contributors.
  • Experience managing or directing solution architects or comparable technical staff in a pre-award environment.
  • Proven captures on GWAC/IDIQ vehicles (e.g., OASIS+, Alliant 3, SEWP, CIO-SP4, agency BPAs), including on-ramp strategy and task order competition.
  • Direct experience with Alaska Native Corporation or 8(a) growth strategy, including sole-source authority, its limits, and compliance guardrails.
  • Hands-on capability: ability to personally write a win theme, build a call plan, run a Black Hat, and engage with customers.
  • Bachelor's degree, or equivalent professional experience.

  • Experience building AI capability, not just using it — developed or directed the development of AI-assisted workflows, agents, or tooling, including change management for adoption.
  • Experience growing a portfolio through an inflection point (graduation, scale change, or shift from services to technology-led delivery).
  • Prior P&L or delivery accountability.
  • Experience supporting M&A from the growth side: diligence, capability mapping, and integration.
  • Established relationships with OEM and ISV partner ecosystems in the federal space.
  • Shipley, APMP, or comparable capture and proposal certification.

Responsibilities

  • Define the M&T growth strategy, identifying target agencies, mission areas, and technology domains for winning and delivering at margin.
  • Maintain the pipeline at 6x revenue coverage (~$1B qualified) through disciplined hygiene, realistic Pwin, honest gate decisions, and a robust bid/no-bid process.
  • Achieve annual bookings, submission, and win-rate targets to sustain year-over-year revenue growth across MSG and TSG.
  • Lead and develop the inherited growth organization, including Business Development Directors, senior Business Development Associates, capture and proposal resources, and solution architects.
  • Assess the team within the first 90 days, define roles, close capability gaps, coach existing talent, and hire for missing expertise.
  • Manage performance, development plans, and succession for senior professionals.
  • Establish the operating rhythm for the team, including pipeline reviews, call plan accountability, gate reviews, and color teams.
  • Personally lead capture efforts on critical pursuits, from opportunity identification through award.
  • Drive discipline in color team reviews (Pink, Red, Gold), price-to-win rigor, and post-award/post-loss debriefs.
  • Integrate AI into the growth lifecycle for market research, competitor analysis, pipeline scoring, past performance mining, compliance matrix generation, and proposal drafting.
  • Direct the development of AI-assisted growth tooling, including structured prompting, agentic workflows, and data integration.
  • Collaborate with solution architects to incorporate AI-enabled offerings into the company's sales.
  • Ensure compliance with CUI and proprietary data handling, source verification, and prevent unverified or fabricated content from reaching customers.
  • Promote AI fluency across the growth organization and measure its impact on cycle time and quality.
  • Own the M&T contract vehicle portfolio strategy, including GWACs, agency IDIQs, and BPAs.
  • Leverage Aleut Federal's Alaska Native Corporation status for sole-source strategies, adhering to thresholds and pre-award positioning.
  • Build and manage prime/sub, OEM, and ISV relationships.
  • Negotiate teaming agreements and workshare.
  • Lead solution architects in directing investment in reusable offerings, demos, and technical differentiators.
  • Recommend and defend investments in IRAD and B&P dollars with market cases.
  • Support corporate development in M&A activities, including target identification, capability gap analysis, diligence, and post-close integration.
