About The Position

St. Johns County Board of County Commissioners is seeking a Utility Strategy and Performance Coordinator for its well-established Utility Department. The St. Johns County Utility Department is responsible for reading, billing, and collection of approximately 57,000 service connections. It also administers and coordinates utility status management reporting, reviews engineering drawings, construction management, and performs inspections and surveys for new construction. Employees work in a team-oriented environment with two common goals: to provide the best services to citizens and to be the best public utility in North Florida. The Utility Strategy and Performance Coordinator specializes in developing and managing strategic initiatives and performance metrics for the Utility’s mission statement. The position will include developing training content for Career Path management, monitoring key performance indicators and tracking systems for strategic planning, legislative implementation, process improvement, and policies and procedures. Requirements

  • Bachelor’s degree and two (2) years of direct experience leading teams, improving processes, facilitating performance management, and/or strategic planning; or an equivalent combination of education, training, and/or experience.
  • Three (3) years of experience conducting employee training or specialized subject matter education programs in a related field.
  • Possess and maintain a valid Florida driver’s license.
  • Must possess good interpersonal and communication skills in order to serve others.
  • Must be able to comprehend, speak and write the English language.
  • Must be able to operate a computer.

Responsibilities

  • Provides assistance and is a resource to executive leadership, departments, and divisions in identifying, planning, and implementing performance improvements.
  • Utilizes defined tracking systems for monitoring the progress of projects, activities, and actions plans.
  • Drives implementation of the Utility and BCC Strategic Plan, including performance measures and creating appropriate manuals and documents for these purposes.
  • Researches and assimilates data from various detailed record sources for the development of analyses and reports.
  • Develops training plans, objectives, goals, metrics and reports to department managers.
  • Collaborates with department staff to align and incorporate program updates with training plans.
  • Develops and maintains training curriculum and associated materials; coordinates and maintains training schedules.
  • Interacts with stakeholders at various organizational levels and assists in determining skill gaps, training needs and training effectiveness.
  • Implements education programs in specialized areas of various Utility divisions.
  • Delivers performance coaching, consulting, analysis, assessment and measurement services to promote continual individual and organizational performance improvement.
  • Works on the development and implementation of new and improved plans, procedures, techniques, and methods to adjust to the changing requirement of ongoing programs.
