About The Position

The Washington State Department of Transportation (WSDOT) is seeking a skilled Transportation Engineer 4 to join our SR 520 Corridor Design-Build Office as the Utilities Construction Supervisor in Seattle, WA. In this key leadership role, you will play a vital part in delivering one of Washington's most complex and high-profile transportation infrastructure projects. As a member of the Design-Build Project Team, you will lead utility construction coordination, inspection, and quality verification efforts, ensuring utility work is completed safely, efficiently, and in full compliance with contract requirements, project schedules, and engineering standards. Your expertise will help keep critical utility relocations on track while supporting the successful delivery of transportation improvements that enhance safety, mobility, and reliability for the traveling public.

Requirements

Demonstrated advanced knowledge of transportation construction engineering principles, utility coordination, construction inspection, and quality verification practices.
Ability to ensure construction activities comply with engineering standards, contract requirements, project specifications, and applicable regulations.
Demonstrated knowledge of utility construction systems and infrastructure, including water distribution, electrical, electronic, Intelligent Transportation Systems (ITS), mechanical, heating, ventilation and air conditioning (HVAC), and fire and life safety systems.
Ability to apply this knowledge to support utility coordination, construction oversight, and project delivery.
Demonstrated ability to read, interpret, and apply engineering plans, specifications, contract documents, shop drawings, electrical schematics, wiring diagrams, blueprints, technical manuals, and related construction documentation to ensure accurate implementation and compliance with project requirements.
Demonstrated ability to plan, coordinate, oversee, and supervise complex utility, roadway, or transportation construction activities involving multidisciplinary teams, contractors, utility owners, consultants, local agencies, and other project stakeholders while supporting project schedules, safety, and quality objectives.
Demonstrated ability to evaluate construction issues, identify risks, and develop practical, timely solutions related to schedule, safety, quality, utility conflicts, contract compliance, and project delivery while exercising sound engineering judgment.
Demonstrated ability to lead and develop teams while fostering collaboration, accountability, and effective working relationships.

Responsibilities

Provide senior-level coordination and resolution of utility-related construction issues associated with SR 520 and related transportation projects.
Coordinate with utility owners, contractors, local agencies, consultants, WSDOT specialty groups, project leadership, and the Utility Lead Inspector.
Review utility construction plans, work plans, permits, utility owner requirements, schedules, status reports, and issue documentation elevated by the Utility Lead Inspector to determine impacts to safety, operations, schedule, contract compliance, or project delivery.
Evaluate escalated utility construction issues by reviewing available documentation, consulting with assigned staff or technical specialists, determining next steps, and resolving issues within delegated authority.
Elevate utility-related issues to the Construction Project Engineer when they require project level direction, contract action, cost or schedule decision, design clarification, or management approval.
Support response to significant utility conflicts, outages, service disruptions, and third-party damages by coordinating notifications, tracking response actions, and communicating status to project leadership and affected utility owners.
Participate in utility coordination, construction, safety, and project status meetings to provide expertise on utility-related risks, decisions, unresolved issues, and required management actions.
Oversee the utility construction quality verification program performed by the Utility Lead Inspector and assigned quality verification inspectors.
