About The Position

The City of Milwaukie’s Finance Department is looking for a full-time Utility Billing Specialist with great attention to detail and a passion for analyzing data to join our team. This position has the potential to work from home 1-2 days a week after successful completion of probation. As a Utility Billing Specialist, you are expected to work independently to complete water, wastewater, transportation, and stormwater utility billing within municipal code requirements. Employees in this position will have the ability to understand and analyze complex billing rate structures, while communicating effectively with our customers. Employees in this position are responsible for ensuring the accurate accounting, management, and reporting of the utility funds.

Requirements

  • Any combination of education and experience that has provided the knowledge, skills and abilities to perform the essential duties of this position.
  • Prior work experience and educational requirements listed are typical ways of obtaining the required qualifications.
  • Other equivalent combinations of education, training and experience will be considered, including unpaid work experience on a year-for-year basis.
  • Associates degree from an accredited college or university with a degree in accounting, business administration, or closely related field; OR Three (3) years of progressively responsible related experience; OR Any equivalent combination of education and experience.

Responsibilities

  • Process and review water, wastewater, transportation, and stormwater monthly billings
  • Perform customer service to utility customers (e.g., processing start/stop notices and answering questions)
  • Perform billing adjustments for leaks, misreads, and other issues.
  • Coordinate with utility departments for customer announcements and shut off’s
  • Ensure customer payments are processed accurately and promptly.
  • Preparing delinquent accounts to be sent to a collection agency.
  • Analyze utility billing processes and make suggestions for improvement.
  • Administer the city’s business license program: Approving new licenses and administering annual renewals on the city’s software GovBuilt.
  • Perform backup duties for other finance staff, such as full-cycle accounting: AP, AR, PR, and ad hoc projects for the Finance Director when needed.
