About The Position

Under direction of the Public Utilities Director, this role supervises, assigns, plans, reviews, and participates in the work of staff responsible for inspecting the workmanship and materials used in a variety of public utility construction projects. The goal is to ensure conformance with plans, specifications, departmental regulations, and NPDES, and to perform a variety of technical tasks relative to the assigned area of responsibility.

Requirements

  • High school diploma or GED.
  • Six years of responsible engineering construction inspection experience.
  • Valid Utah Driver’s License
  • Utah Water Operator Grade 4 certification
  • APWA Inspector II Certification
  • Concrete Testing Certification
  • ACI Reinforced Concrete Inspector Certification
  • Knowledge of operations, services, and activities of a comprehensive engineering inspection program.
  • Knowledge of principles of supervision, training, and performance evaluation.
  • Knowledge of materials, methods, techniques, principles, and practices used in the construction, installation, operation, and maintenance of public works and utilities systems and facilities.
  • Knowledge of pertinent Federal, State, County, and local laws, codes and regulations including policies, procedures and codes regarding development projects.
  • Knowledge of defects and faults in construction.
  • Knowledge of materials sampling, testing, and estimating procedures.
  • Knowledge of engineering mechanics of construction.
  • Knowledge of engineering plans and specifications.
  • Knowledge of mathematical principles including algebra, geometry, and trigonometry.
  • Knowledge of occupational hazards and standard safety precautions necessary in public works maintenance and inspection.
  • Knowledge of equipment, instruments, and techniques used to locate underground utilities.
  • Knowledge of principles and practices of engineering construction inspection.

Responsibilities

  • Supervise and coordinate the organization, staffing, and operational activities for the Inspection section of the Utility Engineering Division.
  • Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing utility engineering inspections and related services; develop, interpret, and apply departmental policies, procedures, rules, and regulations pertaining to utility engineering inspection.
  • Plan, prioritize, assign, supervise, and review the work of staff and contractors responsible for performing utility engineering inspections and providing related services.
  • Plan and lay out utility engineering inspection work projects.
  • Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies.
  • Supervise, coordinate, and review the work plan for the assigned programs and activities; meet with staff to identify and resolve problems; assign work activities and projects; monitor workflow; review and evaluate work products, methods, and procedures.
  • Inspect and verify work in progress and completed work of assigned employees and contractors for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.
  • Investigate complaints of code and ordinance violations and other unsafe conditions.
  • Perform preliminary plan check of all Utility CIP and private projects.
  • Prepare necessary records and reports; prepare project status reports; maintain records of projects, activities, and materials used.
  • Coordinate assigned services and activities with other divisions, outside agencies and organizations, the public, and government officials.
  • Perform office and field work involved in enforcing compliance with construction codes, ordinances, policies, and plans.
  • Review plans and specifications of assigned projects including storm drain, and water and wastewater distribution, collection and treatment systems installation and repair construction projects.
  • Inspect all phases of construction of public utility development projects; inspect materials for identification as conforming to specifications and plans in accordance with City and State codes; collect field measurements and perform field tests.
  • Record amounts of materials used and work performed; prepare necessary reports for progress payments; recommend acceptance of completed construction work or requirement of additional work upon completion of project.
  • Inspect adjacent properties for damage from construction activity.
  • Investigate resident complaints; confer with property owners regarding project schedule, hazards, and inconvenience.
  • Serve as liaison between developers, contractors, and residents.
  • Review and interpret water, storm and wastewater materials, soils, asphalt, concrete, and roadbed materials for testing; make recommendations.
  • Collaborate with utility companies and agencies to coordinate and inspect work; monitor road cuts throughout the City; perform final inspections to ensure compliance and performance.
  • Work closely with City Attorney to monitor bonding process, release, and foreclosure; complete final warranty inspections.
  • Inspect and survey field design for drainage and City utilities in need of repair; measure and record displacements; submit locations for repair; perform various field inspection duties on utility repair and replacement projects.
  • Participate in pre-bid and pre-construction conferences; prepare contract documents; prepare cost and budget for projects.
  • Prepare daily activity records and reports; maintain complete and accurate files and databases.
  • Participate in the resolution of complaints received by the City; schedule inspection staff for work order projects; inspect work completed on work orders.
  • Respond to and resolve public inquiries and complaints.
  • Perform other related duties and responsibilities as assigned.
