About The Position

The Oregon Education Association (OEA) is seeking a dedicated UniServ Consultant for Eastern Oregon. This role is crucial for driving membership growth, supporting bargaining, advocating for members, organizing, training, and retaining members across a broad service area that spans two time zones (Pacific and Mountain). The position requires significant travel throughout the service area to fulfill its business needs. Knowledge and experience in state and federal educational issues.
Collective bargaining experience and knowledge of traditional, collaborative, and interest-based bargaining, problem-solving, and alternative dispute resolution.
Experience in contract maintenance and grievance resolution.
Experience in member rights protection.
Political action and lobbying skills.
Experience designing, developing, delivering, and helping others execute organizing plans.
Experience in problem-solving and mediation of sensitive interpersonal situations.
Cultural Competence/Relevancy or Multicultural Education.
Ability to relate to all membership levels: Higher Ed, Certified, ESP members and leaders.
Strong work ethic.
Ability to work with diverse groups and individuals.
Ability to work well in teams, including providing cross-organizational support.
Proficient computer skills and experience in word-processing using Microsoft Office Suite and online research.
Working knowledge of school district budgets and education funding in the State of Oregon.
Ability to coordinate personal workloads and schedules in a fast-paced working environment.
Ability to establish, track, and assess metrics (data) related to organizing goals and membership objectives.
Ability to deliver and communicate complex data.
Ability to work in a self-directed and efficient manner, maintaining calm under pressure.
Ability to meet requirements of working with large and small locals, higher education, and educational support personnel in a large geographic area.
Bachelor’s Degree or equivalent combination of education and relevant experience.
Ability to obtain a valid Oregon State driver's license.
Satisfactory driving record.
Dependable automobile for Association travel.
Proof of automobile insurance with minimum liability limits of at least $100,000/$300,000.

Nice To Haves

Experience as an education employee or working directly with education employees.
Staff or Association leader experience in education associations, local, state, or national school employee organizations.
Experience with internal, new member, and community organizing.
Knowledge of special programs, i.e., special education, bilingual, gifted, etc.
Experience in facilitating organizational change.
Experience as a UniServ staff person, union representative, organizer, or other similar union-related work.
Knowledge and awareness of poverty issues and their impact on student achievement.

Responsibilities

Support and advance the OEA mission, vision, and values.
Contribute to, support, and actively engage in the organization’s commitment to create and maintain a diverse, equitable, and inclusive workplace.
Participate in activities, trainings, and/or workgroups to support OEA’s commitment to diversity, equity, and inclusion.
Assist the OEA in developing and implementing systems, programs, and organizational strategies that foster a member-driven culture of organizing and advance OEA goals.
Assist the OEA in developing and delivering dynamic trainings for leaders, members, and staff to support organizing and other campaigns.
Organize to build a strong union at every local or worksite consistent with OEA goals.
Assist the organization in building and exercising power at the state and local level.
Support state and local advocacy efforts as assigned.
Participate in developing and delivering member, leader, and staff trainings in areas such as member rights, advocacy, collective bargaining, political campaigns, organizational development, strategic planning, and organizing (internal, community, and new member).
Work with leaders and staff to develop organizing and action plans, and assist in their execution and review.
Provide assistance with contract negotiations and contract maintenance through grievance processing, mediation, and arbitration.
Offer local association bargaining assistance.
Facilitate organizational and professional development through training, consulting, and facilitation within the OEA, local associations, governance, and for members.
Engage in membership recruitment and development.
Support political action activities and lobbying efforts.
Develop relationships and work with broad-based organizations to support OEA goals.
Manage internal and external communications.
Establish and maintain positive working relationships with Council leadership, local leaders, OEA staff, and management.
Provide counsel and advice to leadership and members.
Work collaboratively with staff, work teams, locals/districts, and community groups.
Promote and support education restructuring and reform consistent with OEA policy.
Facilitate organizational change at the local and state level.
Participate in trainings identified by the OEA.
Provide staff liaison/serve on Association committees as assigned.
Regularly attend and participate in OEA staff meetings.
Complete other duties as assigned by the Director of Advocacy and Affiliate Services, the Executive Director, or designee.
