About The Position

Provides strategic leadership and oversight for operations across the Water Treatment Plant, Water Reclamation Facility, and Water Quality Services Group, ensuring optimal performance, regulatory compliance, and alignment between technical programs with organizational objectives. Leads the development and execution of strategies to maintain compliance with current water and wastewater regulations while proactively preparing for future requirements. Administers data-driven process improvements, guides capital planning, and fosters innovation through close collaboration with internal teams and state regulatory agencies.

Requirements

4 Year/Bachelors Degree in Civil engineering, chemical engineering, environmental engineering, or closely related technical field.
5 years comprehensive experience in the water and wastewater industry, with a strong focus on process evaluation, optimization, performance enhancement, regulatory compliance, and project management.
3 years supervisory experience.
An equivalent combination of education and or experience may substitute for education requirements on a year for year basis.
NIMS 100, 700, 300 and 400 courses required within 6 months of hire.
CPR / AED certification within 6 months of hire.
Knowledge of strategic and financial planning; ability to manage large funds and budgets effectively.

Advanced expertise in analyzing and preparing for evolving water and wastewater regulations issued by the EPA, CDPHE, and other governing agencies, with a strong focus on emerging contaminants, Maximum Weekly Average Temperature (MWAT), Disinfection Outreach and Verification Effort (DOVE), as well as the Lead and Copper Rule Revisions (LCRR) and Lead and Copper Rule Improvements (LCRI), ensuring readiness for increasingly stringent compliance standards.
Extensive knowledge of unit process equipment, unit processes (water and wastewater), procedures, and theories involved in the operation of water and wastewater treatment plants.
Knowledge of core business operations and management principles, supporting effective decision-making, strategic planning, and organizational efficiency.
Strong knowledge in water and wastewater emergency planning and preparedness, including the development and execution of tabletop exercises to enhance response capabilities and operational resilience.
Strong aptitude for high-level decision-making, with the ability to analyze complex scenarios, evaluate long-term impacts, and implement effective strategies aligned with organizational objectives.
Knowledge of writing technical memos such as comprehensive reports on plant process control operations, professional reports or memorandums, and interpretation and preparation of other technical documents.
Comprehensive expertise in standard engineering principles and practices, with a strong foundation in applying technical methodologies to water and wastewater systems.
Demonstrated expertise in overseeing water and wastewater process optimization studies and implementing data-driven modifications to enhance system performance and efficiency.
Skilled in effectively supervising and supporting assigned staff to ensure productivity, professional development, and team cohesion.
Exceptional project management skills with a proven ability to lead complex initiatives from planning through execution.
Demonstrates deep expertise in water and wastewater regulatory compliance systems, leveraging reporting tools, compliance tracking platforms, and database software to manage critical data and drive informed, data driven decision making.
Comprehensive knowledge of CDPHE Water and Wastewater Design Criteria and the ability to apply these standards to ensure regulatory compliance and best practices in system design and operations.

Responsibilities

Assists in developing and administering short-term and long-range plans, policies, and procedures based on the goals and objectives of the Utilities and City. Including the development and management of short and long-term master plans to effectively address the emerging needs of the water and wastewater utilities.
Develops and implements integrated planning and compliance strategies to address current and emerging state and federal water and wastewater regulations and legislation, including the mitigation of emerging contaminants, to ensure regulatory compliance and uphold public health and environmental protection standards.
Manages capital improvement projects with a focus on regulatory compliance and process optimization, providing strategic oversight to ensure alignment with applicable standards throughout project planning, design, and implementation. Evaluates innovative technologies and equipment to enhance operational performance and support future infrastructure needs. Recommends capital improvement projects that align with regulatory mandates and long-term infrastructure planning goals.
Ensures that all water and wastewater activities and operations are carried out in compliance with local, state and federal regulations and laws governing business operations. Establishes compliance frameworks and approves policies and standard operating procedures to ensure alignment with regulatory requirements and organizational objectives.
Acts as a project manager or key team member in the execution and management of multi-million-dollar Capital Improvement Projects, including planning, design review, construction, and coordination with consultants and contractors.
Leads process optimization initiatives across water and wastewater treatment plants, as well as the water distribution and wastewater collection systems. Responsibilities include overseeing in-house studies, reviewing laboratory and operational data, evaluating hydraulic conditions and demand patterns, and approving technical memoranda to support data-driven decision making and operational improvements.
Collaborates with key regional and State stakeholders, including the Colorado Department of Public Health and Environment (CDPHE), Environmental Protection Agency (EPA), North Front Range Water Quality Planning Association (NFRWQPA), Larimer County, Northern Water, and neighboring water and wastewater utilities to support regulatory compliance, resource planning, and regional coordination.
Directs and oversees emergency preparedness planning, including the development and execution of tabletop exercises to assess vulnerabilities and enhance response readiness. Member of the Utilities Emergency Response team and is active in the Emergency Operations planning, exercises, and functions as required.
Provides budgetary oversight for the water and wastewater treatment facilities and the Water Quality Services Group, with authority to approve expenditures and ensure fiscal responsibility.
Evaluates organizational staffing and resource needs across treatment facilities and the Water Quality Services Group and establishes strategic approaches to workforce planning, resource optimization, and operational efficiency.
Accountable for overall performance outcomes of the water and wastewater treatment facilities and the Water Quality Services Group through strategic oversight, performance monitoring, and coordination with program managers.
Collaborates closely with Water Resources to implement source water protection policies and proactively manages water quality concerns related to water rights management.
Provides presentations to the Loveland Utilities Commission (LUC), City Council, stakeholders, and external groups on water and wastewater initiatives, operational performance, and strategic priorities.
Fosters a collaborative work environment across the water treatment plant, water reclamation facility, and water quality services group, while promoting strong interdepartmental cooperation throughout the City organization by engaging stakeholders to define shared goals, resolve operational challenges, and coordinate efforts that enhance service delivery to the citizens of Loveland. Directly oversees Water Treatment Plant Managers and the Water Quality Services Manager, setting clear expectations and ensuring alignment with organizational objectives and approved work plans. Provides strategic leadership by planning, directing, and coordinating the work of assigned teams, while supporting senior management’s vision and taking decisive action to achieve both short and long-term departmental goals.
