About The Position

Reporting to the department Director, the Transportation Program Administrator is responsible for the ownership of Transportation programs and projects, including initiation, planning, development, implementation, coordination, monitoring, and evaluation of projects and programs. With limited administrative support, must be able to develop, plan, coordinate, and maintain the operations of complex benefit programs, systems, and special projects with an emphasis on program development and management including administration and compliance. Individuals in this classification demonstrate a significant degree of independence performing a variety of responsibilities for administering and managing program objectives, policies and procedures and monitoring/creating systems to promote and ensure compliance with governmental, regulatory, or organizational mandates. Must collaborate closely across all IEHP departments and with external organizations/Providers to lead and manage programs/projects. Requirements

  • Five (5) years of experience required in managing complex projects and programs utilizing data, workplans, project management tools, developing and managing report and monitoring requirements, comfortable with external and leadership facing presentations, and analytical capabilities
  • Experience working in a healthcare setting in an operational or service delivery role
  • Experience working with network operations, member services, utilization management, care management, or access-to-care functions
  • Bachelor's degree from an accredited institution required
  • Must have a valid California Driver’s license
  • Travel for conferences and meetings may be required
  • Advanced knowledge and deep understanding of: The operational systems and processes of the transportation benefit, across multidisciplinary department strategies.
  • Advanced knowledge and deep understanding of: State and federal initiatives as it pertains to covered benefits.
  • Advanced knowledge and deep understanding of: The local and regional Member and Provider demographics and relationships.
  • Advanced knowledge and deep understanding of: Healthcare and/or transportation industry, specifically regarding managed care organizations.
  • Advanced knowledge and deep understanding of: Non-Emergency Medical Transportation (NEMT/NMT) programs, oversight, or service coordination.
  • Advanced knowledge and deep understanding of: Transportation brokers, contracted transportation providers, or networks.

Nice To Haves

  • Experience designing or supporting member experience improvements tied to transportation within a health plan setting strongly preferred

  • Relevant certification preferred (e.g., PMP, PgMP, CBAP, or PMI-PBA)

Responsibilities

  • Direct, oversee, monitor, and implement the administration of transportation programs or special projects to meet objectives, and initiatives; sets priorities and resource allocation.
  • Collect and analyze data, generate reports, develop data metrics, analyze results, oversee the preparation of reports; develop action plans and make recommendations for improvements.
  • Research, analyze and monitor legislation, regulations, and program needs, develop guidelines, implement process, policy and procedure changes, monitor program effectiveness; establish plans and strategies for improvements.
  • Partner in the establishment of program standards, priorities, and objectives; monitoring initiatives; ensuring compliance with regulations and attainment of program goals and improved outcomes.
  • Collaborate in the development and determination of program/project goals, objectives, and financial requirements; developing quality indicators and relevant quantifiable criteria, ensuring compliance with regulations, reimbursement requirements, and quality and performance standards.
  • Act as a liaison with operations staff, administrators, program managers, directors, chiefs, regulatory bodies, and external organizations, members, and providers.
  • Act as the subject matter expert for project development and program management, including bridging the gap between departments (i.e., IT liaison on project development and program management).
  • Support leadership in strategic planning and overall program ownership.
  • Attend programs, legislative updates, seminars, and conferences; provides updates and educational collateral and presentations; represents organization at committees, meetings, and conferences.
  • Owner of external facing leadership material development, including Board materials; leadership level presentations; organizational association responses such as surveys, questionnaires, regulatory questions, etc.
  • Perform any other duties as required to ensure Health Plan operations and department business needs are successful.
