About The Position

This recruitment series is to fill two open positions within the Transportation Division. To be considered qualified, an applicant must meet the minimum requirements for one of the following three levels of the Transportation Operations Utility Worker positions: Transportation Operations Utility Worker I (Grade 9), Transportation Operations Utility Worker II (Grade 11), or Transportation Operations Utility Worker III (Grade 13). With daily supervision from qualified personnel, the role involves assisting with tasks to maintain streets, alleys, rights-of-way, and storm drain facilities within Redmond. This includes operating motor vehicles regularly for various work-related purposes, performing snow and ice control, installing signs, performing light carpentry, installing work zone signs, flagging duties, controlling traffic, cleaning roadways during emergencies, repairing asphalt, maintaining aggregate roads and alleys, operating street sweepers, painting street markings, performing right-of-way maintenance, and repairing concrete and sealing cracks. The position requires adherence to City policies and procedures, safe work practices, and the ability to understand and carry out instructions, work independently or as part of a crew, and maintain effective working relationships.

Requirements

High school diploma, or GED equivalent.
For Utility Worker I: Minimum of one (1) year verifiable work experience and training in street maintenance and/or closely related construction experience.
For Utility Worker II: Minimum of three (3) years of experience and training in street maintenance, repair, and construction.
For Utility Worker III: Five (5) years of experience in street maintenance, repair, and/or closely related construction.
Ability to operate automobiles, pickup and utility trucks, equipment, machines, and tools safely and in conformance with applicable laws, regulations, and work rules.
Ability to understand and carry out written and oral instructions.
Ability to work independently or as part of a work crew in the performance of regular assignments.
Ability to establish and maintain effective working relationships with other employees, supervisors, and the public.
Must have and maintain a safe driving record.
Possession of, or must obtain within thirty (30) days from date of hire, a valid Oregon driver’s license.
Possession of, or must obtain within six (6) months from date of hire, a valid Oregon Class A Commercial Driver’s License (CDL) to operate Public Works Department vehicles and equipment.
Possession of a current, or must obtain within six (6) months from date of hire, ODOT Flagger certificate and First Aid/CPR certification.
Possession of, or ability to obtain, any certifications or licenses required by City, State, or Federal agencies to work in the position assigned.
For Utility Worker II: Possession of, or must obtain within twelve (12) months from date of hire, a valid Oregon Roads Scholar Level I certification.
For Utility Worker III: Possession of, or must obtain within twelve (12) months from date of hire, a valid Oregon Roads Scholar Level I certification.

For Utility Worker III: Possesses and can effectively utilize Class A commercial vehicles, loaders, skid-steers, mini-excavators, backhoes, road graders, and digger derricks.

Responsibilities

Operates a motor vehicle regularly to attend meetings, trainings, equipment maintenance, and other situations when necessary.
Performs tasks related to winter operations, including operating heavy and light equipment and tools for snow and ice control on roadways, highways, and bridges.
Installs signs on posts and installs posts in the ground using tools such as a drill motor, post hole digger, shovel, jackhammer, level, and tamping bar.
Learns to use reference manuals to determine correct placement of sign installations.
Performs light carpentry in the construction of forms, frames, brackets, and bracing.
Installs work zone signs and performs flagging duties.
Controls traffic and cleans up the roadway in emergency situations involving accidents and spills, which may include hazardous materials.
Operates various types of equipment and performs tasks involved in the repair and maintenance of roadways, roadway shoulders, and bicycle paths.
Adds material to and grades roads and alleys using equipment such as wheel loaders, dump trucks, water trucks, motor graders, and rollers.
Operates the City’s mechanical and air-regenerative street sweeper for gutter maintenance and to improve the aesthetic appeal of the city.
Paints crosswalks, parking stripes, school crossings, railroad crossings, and curb markings using measuring tape, stencils, and an airless sprayer.
Learns procedures and operation of equipment used in grading shoulders, mowing, and spraying vegetation.
Repairs storm drains, ADA ramps, curbs, gutters, and sidewalks using concrete mixer trucks, walk-behind saws, and concrete finishing tools.
Seals cracks in asphalt using an air compressor and crack sealing trailer.
Works under the policies and procedures of the City and performs duties in a safe manner in accordance with established safety policies.
Performs other duties as assigned within the Transportation Operations Division and/or the Public Works Department.
Understands and carries out written and oral instructions.
Works independently or as part of a work crew in the performance of regular assignments.
Establishes and maintains effective working relationships with other employees, supervisors, and the public.
Attends meetings as required.
Serves on various committees as assigned.
