About The Position

The Public Works Department is accepting applications for the position of Water Utility Worker I/II. This role plays a critical part in keeping Mountain View’s water system safe, reliable, and responsive to the needs of our residents, businesses, and community. From maintaining the City’s water distribution system to installing, testing, reading, and repairing residential and commercial water meters and backflow devices, this work directly supports one of the City’s most important responsibilities: delivering clean, dependable water to the people who live and work here. Water utility work may happen behind the scenes, but its impact is felt every day. It helps protect public health, supports local infrastructure, strengthens service reliability, and contributes to the high quality of life Mountain View is known for. Requirements

One year of experience in construction or field maintenance work (Water Utility Worker I)
Two years of water experience equivalent to the Utilities Worker I in the City of Mountain View (Water Utility Worker II)
Education equivalent to the completion of the 12th grade
Possession of a valid Class C California Driver's License
Possession of a valid Class C California Driver's License is required.
Possession of a valid Class B California Driver's License is required within six months of appointment.
Possession of a Grade 1 Water Distribution Operator Certification issued by the California State Water Resources Control Board (SWRCB) is required within one year of appointment (Water Utility Worker I)
Possession of a Grade 1 Water Distribution Operator Certification issued by the California SWRCB is required (Water Utility Worker II)
CPR and first-aid certifications must be obtained upon appointment.
Knowledge of common tools and materials used in assigned area of responsibility
Knowledge of basic water system repair and maintenance procedures and practices
Knowledge of principles and practices of safety related to area of assignment
Knowledge of procedures for the inspection of backflow devices
Knowledge of cleaning, setting, installation, removal, and repair of water meters
Ability to perform minor maintenance activities related to area of assignment
Ability to communicate clearly and concisely, both orally and in writing
Ability to establish and maintain effective working relationships with those contacted in the course of work
Ability to work with a variety of tools related to utilities maintenance
Ability to learn to operate a variety of maintenance equipment
Ability to perform heavy manual labor
Knowledge of principles and practices of water system maintenance and repair activities (Water Utility Worker II)
Knowledge of principles and operation of portable pumps and valves (Water Utility Worker II)
Knowledge of trenching and shoring safety practices (Water Utility Worker II)
Knowledge of techniques and procedures in basic carpentry, metal, masonry, and mechanical work (Water Utility Worker II)
Knowledge of functions and operating principles of water meters and backflow devices (Water Utility Worker II)
Knowledge of procedures for reading water meters and reporting water use data (Water Utility Worker II)
Knowledge of water metering and billing procedures of the City (Water Utility Worker II)

Nice To Haves

Possession of a Grade 2 Water Distribution Operator Certification issued by the California SWRCB is highly desirable.
Possession of a Backflow Prevention Assembly Tester’s Certification issued by the American Backflow Prevention Association is highly desirable.

Responsibilities

Maintaining the City’s water distribution system
Installing, testing, reading, and repairing residential and commercial water meters and backflow devices
Performing minor maintenance activities related to area of assignment
Learning meter maintenance duties
Operating motorized equipment, such as trucks and front-end loader
Operating specialized job-related equipment, including pneumatic tools and tampers
Performing journey-level skilled water maintenance duties
Reading and understanding schematic diagrams
Inspecting, cleaning, installing, removing, and repairing water meters and backflow devices
Explaining Water Operation policies and procedures related to water service and billing to customers
Listening to water customer complaints and checking meter functioning to resolve such complaints
